Land Acquisition Nearly Over For Rs 6,000-Cr Orion Tech City At Rajarhat-New Town 

Close on the heels of DLF, another IT SEZ is set to roll out in Rajarhat-New Town, breathing fresh life into the state’s beleaguered IT sector. 
The first phase of Orion Tech City, the IT SEZ project, will come up on 28.94 acres at a cost of Rs 1,000 crore at Reckjoani mouza in Rajarhat-New Town. DLF revived its IT SEZ at Rajarahat last Tuesday. 
Union finance minister Pranab Mukherjee is slated to inaugurate the Orion project soon. The firm, meanwhile, has acquired much of the 155 acres needed for the project buying land directly from owners. Hidco, the agency that has developed Rajarhat-New Town, has pitched in by providing 25 acres for the first phase. 
The Orion project will be an enormous confidence boost for the state’s IT sector, which suffered a severe setback after the Vedic Village controversy unfolded last year and the government had to call off the much-hyped joint venture IT township project with Vedic Links. 
Months before that — soon after DLF pulled out of its mega township project at Dankuni — the real estate biggie called off its IT SEZ on a 25.8-acre plot at Rajarhat. In fact, several IT-SEZs, including one by Ascendas, had been shelved one after the other. In the uncertain investment ambience, the Wipro’s Sector V unit seemed to be the only operational IT-SEZ in Bengal. Unitech, too, has been trying to make its SEZ at Rajarhat functional. The IT-SEZ at Bantala (with Cognizant as its major constituent) is fighting against poor infrastructure. 
But now things are looking up as 
DLF had its IT-SEZ project renotified before the Board of Approvals (BoA) of the Union commerce ministry. The BoA is the final authority for sanctioning SEZs across the country. As per the BoA stipulations, an IT SEZ needs a minimum of 25 acres. 
Sourabh Das, managing director, Hidco, said, “The Orion IT-SEZ means much to the state — it will bring in a lot of investment and employment in the IT sector.” Sandhir Agarwal, director, Orion IT Parks Limited, said, “We hope to garner around Rs 1,000 crore in investments in the first phase. By the time the project is completed, the figure would reach Rs 6,000 crore.” 
IT companies from the Middle-East will be among the major investors in the Orion Tech City project. Companies from Japan are likely to join in the third phase. A luxury hotel and a convention centre will be the added attraction in the first phase. On the cards is the ‘Japan Village’ where several Japanese companies will set up shop. Four more hotels with 1,500 rooms are being planned in Tech City. FDI for the project is likely to be around Rs 500 crore (first phase). Agarwal said 82 acres of the 155 acres is approved for IT SEZ. The Japan Village will come up on 24 acres.

West Bengal to have financial hub

Kolkata, Oct 13 (PTI) West Bengal would have the country''s second financial hub after Mumbai''s Bandra-Kurla complex which would come up at Jyoti Basu Nagar near the northern fringes of the metropolis. Laying the foundation stone here today, Union Finance Minister Pranab Mukherjee said that the financial hub would play a pivotal role in development in the eastern and Northeastern region.

"Keeping in tune with the Look East policy of the Centre, the financial hub will play a major catalytic role in the economy," he said. He said that with India''s increasing trade imbalance with Europe, North America and Japan, the country would have to look at the eastern and far eastern countries for diversifying exports.

He said that the financial hub would provide infrastructure and institutions for facilitating trade with these nations. The financial hub would be set up in collaboration with Orion IT Tech and built at a cost of Rs 16,000 crore.

It would generate employment for three lakh people. West Bengal Chief Minister Buddhadeb Bhattacharjee, state finance minister Asim Dasgupta and chairman of UCO, UBI and Allahabad Bank were present.

After Mumbai, biz hub in Rajarhat

KOLKATA: The country's second financial hub after Mumbai's Bandra-Kurla Complex (BKC), that will come up in Rajarhat, will help Kolkata become the next economic destination of the country. Rajarhat is being tipped as the gateway to the Southeast. Union finance minister Pranab Mukherjee will lay the foundation stone of the hub on Wednesday. 

Housing Infrastructure Development Corporation (Hidco) managing director Saurabh Das said they were very excited at the hub's business prospect. "At present, there is no financial hub between BKC and Singapore. At the least, we expect to have financial exchanges with all South Asian countries and bring in investments worth around Rs 16,000 crore," Das said. 

There are plans for the financial hub to be named Dalhousie'. The Hidco authorities had come up with the proposal to set it up in the lines of BKC and had sent the proposal to Union finance minister Pranab Mukherjee earlier this year. 

According to the plan, the financial hub will come up on nearly 300 acres and house several banking and financial institutions, stock exchanges and insurance companies apart from hospitality and educational institutions. 

The state finance department will act as the nodal agency for developing the hub and Hidco will help set up the infrastructure. The hub has the advantage of a strategic location and good connectivity, including access to the upcoming East-West Metro. 

The city's business fraternity welcomed the move. "This will be a welcome image change for the state. The banking and insurance sector will get a tremendous boost once the hub comes up," said Indian Chamber of Commerce president Jayanta Roy. According to Merchant Chamber of Commerce secretary Sunirmal Roy and Bengal National Chamber of Commerce and Industry president Sunil Dasgupta, the hub will give a huge boost to the state's image in terms of commerce and industry.
