CUI '15 / III. Contemporary Urban Issues Conference
CUI '15 / III. Contemporary Urban Issues Conference will be held on
November 19-21, 2015 in
Istanbul. The conference is aiming at fostering discussions of theory and research on urban issues. Focusing on a multidimensional urban phenomenon, this international conference aims to deepen the understanding of informality by opening it to discussion with contributions from various disciplines like architecture, urban planning, sociology, history, economy and anthropology.
Informality: Rethinking the Urban
Emergence of informality as a concept in scholarly discussions can be traced back to the 1970s when “the informal sector” was first used by ILO reports on employment and poverty. The results of the global economic restructuring -such as the flexibilization of production and employment relations, deterioration of collective responsibility and welfare functions of the state- damage the security of urban poor in terms of housing and working. Meanwhile, recent socio economic public policies seem to intensify the condition of informality. Now, it is widely accepted that informal way of living is a necessity for the urban poor as a survival strategy. Hence, informal work and housing constitute a significant proportion of urban economies and policies.
KEYNOTES
Keynote Speaker: Colin McFarlane
Colin McFarlane is an urban geographer whose work focusses on the experience and politics of informal neighbourhoods. This has involved research into the relations between informality, infrastructure and knowledge in urban India and elsewhere. A key part of this has been a focus on the experience and politics of sanitation in informal settlements in Mumbai, which was part of an Economic and Social Research Council ethnographic project on the everyday cultures and contested politics of sanitation and water in two informal settlements. His current work examines the politicisation of informal neighbourhoods in comparative perspective, including African and South Asian cities.

In 2009, she was assigned by UN-Habitat as the local expert of Advisory Group on Forced Evictions (AGFE). Participated in AGFE Istanbul Mission (June 8-11 2009). Contributed to AGFE Istanbul Report presented to UN-Habitat in September 2009.
Works as a programmer and reporter of ''Kentin Tozu'' , a programme on the Right to the City, at Açık Radyo (94.9)

Murat Ülker, Investment Officer for Municipal Projects, AFD
Agence Française de Développement (AFD) is a financial institution and the main implementing agency for France’s official development assistance to developing countries and overseas territories.
Murat Ülker has graduated from Paris School of International Affairs (PSIA) at Sciences Po Paris in International Development Economics. After an experience of two years as a Research Analyst at the Prime Ministry Investment Support and Promotion Agency for Turkey (ISPAT, INVEST in TURKEY) in France, he joined the agency as an intern in April 2011 in the framework of the Master’s degree in Economy Geography at Paris 1 Sorbonne. He currently holds the position of Investment officer in the municipal sector.
Dr. Göktuğ Kara, Transport Sector Manager, European Union Turkish Delegation
Göktuğ Kara graduated from TED Ankara College in 1994. Mr Kara enrolled to international relations department of Bilkent University with scholarship. After his graduation, he was awarded British Chevening scholarship to continue his studies at the London School of Economics and Political Science University. He graduated with success in 1999 and wrote a thesis on the possible repercussions of Turkey’s exclusion from the EU enlargement process. Despite obtaining a scholarship and acceptance for a PhD study at the LSE, he preferred to return to Turkey in 2000 and started working for BOTAS, the State Pipeline Corporation of Turkey. In his assignment, Mr Kara coordinated the implementation of host government agreement related to the execution of the Baku–Tbilisi–Ceyhan Crude Oil Pipeline Project in Turkey. Currently he is working at the Delegation of the European Union to Ankara, responsible programme manager for the transport policy and infrastructure investments. He is also a part time academic member of the international relations department of the Bilkent University delivering a lecture on sustainable development and climate change. Mr Kara has so far been instrumental in upholding many reforms in the transport sector to align with the EU policies. Mr Kara holds a PhD in international relations from the Bilkent University. He studied Russia’s transformation in the post-Cold War period with a particular focus on the energy sector and its relationship to the Russian foreign policy engagements.

All submitted papers are subject to double blind peer review. Conference proceedings are going to be available on DVD and DAKAM's digital library with an ISBN number before the conference and will be sent to be reviewed for inclusion in the "Thomson & Reuters Web of Science's Conference Proceedings Citation Index" (CPCI) and Google Scholars.
