Limit messages in loggedout.php

I know this is a strange question, but I was wondering how I would go about modifying the PHP files so that I could create a drop down menu that comes up from the input field, and I can select each one, and it'll give a translation of English or Polish depending on which language the user is. Is this as simple as it sounds? I'm not really how to go about this.

That's probably not very easy to do unless you're already quite familiar with javascript and php.
