Change another user's display name

Hello,

Is there a way, or some code, that will allow an administrator to change other user's display names. 

The /nick only changes your own display name.  Just wondering if it's possible to add something that allows those who have administration permission to change other user's names as well.

I'm using an SMF integration if that is useful to know.
