Repeating green, yello, red light in top right of chat.

I have this light and it continuously changes from green to yellow and red over and over. Anyone know what it is and why it is doing that?

Also I have the latest integrated version given to me by frug to test. Everything installed file and I don't see any php/mysql errors but I cannot send chat messages. Anyone got a fix or know whats up?
