banning offline users

Hi all,

I see it is not possible to ban an offline user by username. Is it possible to do it by ip?

If so, I read an unanswered thread that asked about unbanning ips. So I'm guessing ip's will only be banned permanently.

I dont know if you tried my recent mod package but it handles that.
