Can someone explain adding users'?

Basically I don't know how it works, I see a PHP file with see sample tables but no idea what to do with them. I was hoping the index.php would consist of a registration button but it doesn't. See, for my purposes - and I don't need this installed for long - users could register upon using it for the first time but with users being stored in a PHP file I'm not sure how to go about that. Can anyone help out?
