As Graham mentioned, a wiki and code repo might be a good place to
start. Anyone have any ideas? http://bitbucket.org/ ? Or someone
where neutral...

Bitbucket and git are probably the best choices for a repo that
encourages experimentation and gradual consolidation.

I personally don't mind any format, although Python the language has
chosen mercurial :)
