Dear AINTGDM Members;
Following the meeting that was held with MoFALD this morning, we have got a message that we have to be prepared to respond to the situation in Darchula and other parts of the country with whatever support we have.

As discussed in the meeting today, we are interested in support flood affected communities in Darchula in WASH. It would be great if we could meet on 20th or 21st of June to discuss more on how our effort can best be utilized in Darchula in recommendations of DDRC. It may also help us to make way forward for similar situation in other districts.I would propose to meet at Oxfam at 2pm on 20th June and 10am on 21 June. Please let me know your availability.

Just to let u all know that CARE has sent 2,200 kg rice, 700 kg pulse
600 kg sugar and 100 kg cooking oil by helicopter to Darchula as immediate relief support.

Good morning!

Thank you so much for sharing one door response mechanism decided by joint HCT meeting yesterday.

For your kind information, we are not thinking or planning to respond in isolation rather following government decisions on it. We are taking the reference of DDRC meeting in affected districts backed up by Central Government Decisions here in Kathmandu. We are also cross checking the information through our local partners in the district and UN report as well. We have already sent our colleague to join joint assessment team being led by UN in Darchula.

Of course, we are taking part in WASH cluster meeting today and we will share our plan there as well.

Thank you for taking the initiative in responding to WASH needs.We highlight appreciate Oxfam's pro-activeness in humanitarian response. However I would like to share with your few decisions made by the GoN in consensus with Humanitarian partners, which I have also shared to Sunita ji being the WASH focal person of Oxfam .


Yesterday, Ministry of Home Affairs called a joint HCT(All sector Govt. lead and Humanitarian lead) meeting at MoHA to update the flood situation and also to have a joint way forward for response.. MoHA / GoN from the direction of the Honorable Chairperson of GoN has made a clear direction on response efforts, these are:


1. Based on the physical presence of humanitarian partners in affected district and on DDRC's call and permission/information, they can support in district level response. This has to be informed to line cluster/cluster lead and cluster then informs MoHA


2. .If the Humanitarian partners are to respond through central and regional efforts, they will have to use cluster mechanism as one door policy . Any response efforts should be reported to MoHA and based on MoHA's permission/information and approval central response should be mobilized. This is to avoid duplication, support in leveraging resources and not creating confusion and also to not overwhelm the host districts with bits and pieces of responses.


3. Based on the general consensus of the joint HCT, MoHA to request all the affected districts to send updates with sector specific needs that will make it easy for all the responders to estimate and plan the response. A short information format (extraction from MIRA with key information for all sectors) has been selected by joint HCT that will be send to the districts for uniform information for sector response.


Based on the decision made, today at 11.30 am MoUD/DWSS the line government agency for WASH has called the WASH Cluster meeting which will be lead by the GoN WASH Lead and WASH Humanitarian lead.
Oxfam is one of the active member in WASH Cluster and has agreed to be part of the one door cluster response mechanism, thus please discuss with Sunita ji this regards This is also not to create confusion in response and to support the National response mechanism taking place in the country.

Thanks for your joint initiatives with WASH clusters to response the situation in the western Nepal. I would like to clarify that UN is not leading an assessment; in Darchula; the district level assessment will be done by the respective DDRC members and send their reports to MOHA/NEOC for compilation. However, the humanitarian partners working in the region/districts are welcome to support DDRC for quality assessment.
