Translucentrectangle over entire screen

For an application I want to create, I need to make a translucent rectangle able to move over the entire screen, that means over my navigation bar and navigation buttons as well. I want to be able to move it around with sliders.
Is this possible? If so, how do I make a traslucent rectangle move all over my screen?
