Leave salary Generation in Maternity leave

Hi All,
I have been assigned additional charge of a institution as DDO of that institution has availed 180 days of Maternity leave. DDO transferred the charge to me on 13.10.2016. I have generated the relieved DDO salary up to 12th as 13th is from where the  leave begins. Now, how should I draw salary for rest of the leave period ? I have updated Leave details. Now, do I get option to generate leave salary arrears every month or lump some at end of leave period? Please share the procedure if anyone has done it before(In case of gazetted leave, I read its must to draw salary of employee on leave as Leave salary.)

Sir,

This is directly copy-pasted from HRMS User Manual. Hope it helps.


85.    How to Generate Leave Pay salary?

Ans: Leave pay salary is generated based on the desgination given from your Head of the Department.

  1.  In Arrears menu click onGENERATE ARREARS.

  2. Enter the KGID and click on GET button and select arrear type as Leave pay salary and select year.

  3. Then click on Get details button after that click on generate arrears button.

  4. After that in arrears menu click on updateLeave pay salary details.

  5. Enter the KGID and click on Get button then the details will come with edit button enabled and you can edit and update the details if required.

  6. You can view the report in “ARREARS REPORT BEFORE APPROVAL(OTHER THAN DA)”.

  7.  If it is correct you can approve it from “APPROVE ALL ARREARS SCREEN”.
  8. Then you can see the after approval report in “ARREARS AFTER APROVAL (OTHER THAN DA)”.

I read this sir, but can I generate leave salary monthwise or have to generate as Lumpsome amount for the leave period?? May be I have to try doing it to check whether I can. I wanted to know if any one has done it before and guide me.

During leave period (which is already sanctioned), we should be drawing salary on a regular basis right? What might prompt us to draw leave salary by the end of leave period?

In any case, why can't we just take a chance and generate the draft for each month and see how it goes? :D

That would be easy to do. But is it valid? To draw leave salary in paybill when there is leave salary option?

Mean to say, generate leave salary from arrears module every month. When leave has been sanctioned, what would stop any drawing officer from drawing salary on a regular basis? - I don't understand. If it is right that gazetted officers should draw salary through leave salary during leave period, draw it as leave salary every month. What was your logic behind your thought of drawing maternity leave salary at the end of leave period?

Its not my logic behind drawing leave salary as lump sum amount. It's the arrear module, as far as I can construe 😂

That's what I wanted to know, whether I can draw leave salary in arrears module month wise or not? Coz as I read in arrears manual the total period of leave has to be entered and arrears has to be generated. Now, is it possible to do it month wise??

In this case, for eg: for month of October 2016, I draw and disburse regular salary up to 12 th and from 13 to 31 leave salary has to be generated.

Now I get the option of entering maternity leave of 180 days once in leave module, not by months. It goes as Leave from date to Leave to Date and HRMS  calculates number of days between and leave arrears can be generated. It shows up for entire period of leave, doesn't breakup into months.

Go through pgs 42 to 47 of the attached arrear generation manual link sir, u will understand my confusion.

Sir, in this case, if I were you and it's sure that leave salary cannot be drawn monthly through arrears module, I would have gone ahead and drawn regular salary every month.

HRMS is not so user friendly and many things won't simulate with the minute details of KCSR and other applicable rules. Also, the HRMS support is so pathetic as ever, we can't expect a concrete and complete solution to problems. As application developers, they just play with logics and numbers and don't ever think about an issue from employees career point of view. Because of such problems that exist in HRMS, it would be unfair on the part of drawing officer to deprive an employee from salary.

This is my personal opinion.

I did that last night, before sleeping. Changed attendance to 31 days and generated draft for full month. Will continue to do the same.😀
