Greetings!
I know there are members in this group from Departments other than Animal Husbandry & Veterinary Services (AH&VS), Govt. of Karnataka. This message is only for the information of those members of this group who belong to Dept. of AH&VS. Members belonging to other Departments can kindly ignore this thread.
As we all are aware by this time, the Dept. of AH&VS has taken significant steps in moving ahead with respect to eGovernance is concerned. Probably, the first of this kind is the "electronic - Employee Monitoring System" (eEMS).
The application is now ready and yesterday Honb'le Commissioner has issued an order to start using it. The order has been attached to this message for reference. Please share it with your colleagues as well.
Also, there is a file "AHVS-eems_DataInputFormat.pdf", which, in nutshell shows what information is necessary to input data into this application. It is recommended that DDOs can get data ready in this format for all employees before entering data.
There is a user manual (version 1.03) available online, which can be downloaded in PDF format. It is requested that DDOs read this manual completely before entering data into the application.
Application prompts the user to input valid Username and Password combination to gain access. This information will also be available online in PDF format.
For any help, please contact the Officers mentioned in the Commissioner Order dated 22-03-2016 or user manual.
The application is currently under maintenance to fix some minor issues before going live. Please visit the eEMS URL later today and everything should be working fine.
All DDOs are hereby requested to cooperate in making this venture a successful one.

Regarding eEMS data entry, can we map PVCs which are under control of one drawing officer to another drawing officer without due process? Here they are insisting to map PVCs to other institution for administrative ease, thats good, but how can it be done directly in eEMS without due process like sending proposal to ZP, getting order from CAO, ZP, notifying it to HRMS, transferring employees to changed DDO office EST, then sending SRs. Is it valid to just map on eEMS without proper sanction??

Linking of PVCs to VD or VH can be done by concerned district DDs only. If it is really necessary to change PVC linking, it cannot be just done in eEMS but should go through the official procedure and DD should finally change the linkinh. DDOs cannot link or unlink PVCs themselves.

But my query was can DDs do it on eEMS first and then transfer PVCs? How to get it acknowledged by hrms? What's the actual process for linking one DDOs PVC to another ? They R telling to do within 29 th , is it possible? Why they R insisting to do in such short span of time without due procedures?

Insisting on adding employee details as they exist as on today. This urgency is to avoid problems that may arise in drawing salary for employees whose posts are abolished as per RO. Before April they should be posted to places here their post exists.
If you have been told that revised PVC linking is to be done before 29th, it is not correct.

Can u communicate that to all concerned DD office officially thru mail frm HQ, despite our AD explaining in detail , DD office is adamant on this. Don't know why they R thinking that data feeding is one time process. Plz tell them to update as it is without any change. Can be changed later following due process.
