6th Pay Scale Implemented in HRMS

Sir,

Finally, 6th Pay Scale Revision module is implemented in HRMS.

The steps to effect revised pay is very straight forward:
  1. Go to Promotions => Effect Revised Pay module
  2. Enter the KGID No. of the Employee and hit the Get button
  3. Current pay scale, basic pay, stagnation count & amount will be shown the first column
  4. In the second column, corresponding revised pay scale, basic pay, stagnation count & amount will be displayed
    Note that, we cannot edit any part of this screen. If there are mistakes in this screen, the record should not be updated or saved. Instead, immediately contact your Nodal Officer and get it corrected. Once current pay scale, basic pay, stagnation count & amount are accurate, then save and approve the record to effect revised pay.
  5. If the displayed information is correct, click on the Save button.
  6. This record will be in unapproval list, do not forget to approve it.

There is a guide available in HRMS under Notifications => Steps to Effect 6th Pay module, which can be read for reference.

A copy of Annexure-II of this pay revision should be attached to every employee's Service Register. I have created a simple tool which generates Annexure-II in prescribed format if necessary input is given. The tool is developed in Microsoft Excel and is pretty straight forward to use. Any establishment having more number of employees can use this if found helpful. The tool is attached with this email.

Theres a notificn on HRMS saying Group A n Gp B employees have to get payslip from AG b4 implementing new scale. Will it be sent without any request?
And 62 PLAN is changed to 61 Plan, and its been a month. I dont know what our HRMS officer is doing without changing it to 61 Plan. Its 4th month without Pay at my institution.

Dr. Naveen,

As per my understanding, change in HRMS HOA is done by concerned Treasury and not HRMS Nodal Officer (because, when our HOA was changed in April 2012, Nodal Officer at State (let alone the District Nodal Officers) was not aware of this change but Treasury people had already updated it in HRMS). So, try following up with your Treasury regarding this.

About AG Payslip for Group A&B employees, I shall revert soon after getting the clarification.

 Dr.Naveen, I think earlier somebody commented for Dr.Prashanth's mail regarding change of Head Of Account, He also must be observing your mail that your staff has not got salary for the last 4 months.
Hence it is always better, somebody is giving us the information means we should be thankful to him, if it is not concerned to you do not worry it will be helpful to so many other people.
Just now I saw Dr.Prashanth's mail asking you to contact treasury officer, ANY changes in HRMS only our state nodal officer/HRMS people only can do but not treasury officer. Only you can get information in treasury regarding this.
Try speaking to Dr.Ghouse. Otherwise somebody who is facing the same problem, please may respond to Dr.Naveen's query.

We will go through this, but before updating in HRMS we should have an order copy from our CONTROLLING OFFICER for sanctiong & fixing of new scale & new basic.
All V.Os can sanction & fix their staff 's( whose SRs are with you i.e. Sr.VI, VI, VA & D gps) pay, but we have to wait for our fixation which has to be done by our concerned DD's.

Sir,

I might be wrong, but accourding to my knowledge and understanding, all Treasury Officers have their LOGIN to HRMS and allocation of HOA is a responsibility vested on Treasury Officer by HRMS.

Nodal Officers or HODs are given certain responsibilities, which were mostly related to HRMS HELP DESK, to address issues faced by the end users. Treasury Officers had access to HRMS with a given set of rights even before Nodal Officers role was introduced to HRMS.

I still strongly feel and believe that allocation of HOA to a DDO is to be done by Treasury only. Let's wait and see from where Dr. Naveen gets his issue rectified from. Dr. Naveen, please keep us updated regarding this.

Sir,

The 6th Pay Commission GO No. FD 7 SRP 2012 was out on 21-04-2012, exactly a month ago from today. So, by this time all DDOs should have done with pay fixation of all employees under them based on the above GO and only thing left now is to incorporate it in HRMS so that salary can be drawn as per new pay scales.

But, we are so dependent on HRMS, that most of the DDOs haven't refixed the pay yet just because of the fact that it is unavailable in HRMS. However, the GO alone was enough to go ahead & fix the pay and to enter these particulars in concerned employee's Service Register, which is the actual routine official procedure. Dependency on HRMS is so much that we are kept away from the actual official procedures.

Surprising and interesting fact, isn't it Sir?!

Am sorry Dr.Prashanth,
It is Accouts section/ FD section of concernrd dept will take a decision in consultation with Finance dept regarding the change of HOA, definately not treasury, as treasury cannot decide for which dept what HOA to be given. Only thing is they will be having the first hand information not like us, as they are dealing with money, they will be informed first about any changes in withdrawals.
Any way if Dr.Naveen gets the solution it is ggreat.

Dr. Naveen,

I just spoke to my Assistant Director about AG Pay Slip. He told that it is applicable to Officers to whom AG Slip is regularly issued, so it might not be applicable to AD(OPG) and below in our Department.

I think if you have not drawn April salary, you can fix your pay in
new pay scale then like regular bill you can generate & see the draft
pay bill, then approve.

sir one of my colleagues fitment to 6th pay new basic is wrong but he approved it by mistake and came to know about it only after approving is their any  solution to resolve this

I have generated new scale salary but DA is not included....even DA column is also not showing

Since 1.75% DA is not yet available in HRMS, it will be zero. This is not to be considered as an error.

Once the new DA is enabled, arrears can be drawn.

As per new scale EGIS should be 480.00 but this time in new pay scale also it has come RS.240.00.
