Can anyone here help me in adding SFN to an employee?

An employee was sanctioned Personal Pay - SFN @ Rs. 150/month in 01-02-2002. Till implementation of HRMS he has got this allowance @ 150/month. After HRMS was implemented, instead of getting approval from HOD and adding SFN in his salary, the assistant in that office entered some random special allowance in place of SFN, that too @ Rs. 300/month. From 01-02-2008 till now this employee has drawn Rs. 300 per month as special allowance. Due to this, he has received a notice for recovery of overpayment from 01-02-2008 till now. The recovery amount has been added via ROP - Recovery of Overpayment in Recoveries Section. The said recovery has to be reported to the higher authority with pay slip as proof.

When I try to send a request to HOD for approval of SFN with 01-02-2002 as the effective date, a dialog box appears saying Salary details not found for the said period. If i select any further date, say 01-02-2008 (when HRMS was implemented) his increment rate was changed and increment amount to be added as SFN shows as Rs. 350/- which would not be correct. If I simply insert Personal Pay - SFN in the employees specific allowance section, it is not reflecting in the draft paybill. Tried regenerating 2 times.

So, can anyone here kindly help me to add SFN as Rs. 150/-
