احتفالا باليوم العالمي للمدافعين عن حقوق الانسان 9 ديسمبر 2010

المدافعين العرب "شمعة تضيئ في الظلام" تريد الحكومات أن تطفئها

                  

في مثل هذا اليوم تأتي ذكرى اليوم العالمي للمدافعين عن حقوق الانسان الموافق 9 ديسمبر من كل عام حيث صدر "الإعلان المتعلق بحق ومسؤولية الأفراد والجماعات وهيئات المجتمع في تعزيز وحماية حقوق الإنسان والحريات الأساسية المعترف بها عالميا " من الجمعية العامة للأمم المتحدة في 9 ديسمبر 1998 . والمعروف اختصارا " اعلان حماية المدافعين عن حقوق الانسان " .

 

ويحتفل اتحاد المدافعين عن حقوق الانسان العرب بهذا اليوم اذ يعد علامة فارقة في تاريخ المدافعين عن حقوق الانسان لصدور الاعلان الخاص بهم فيه , كما يمثل ذلك اليوم ذكري خاصة للاتحاد حيث أنه اليوم الذي شهد الاعلان عن تأسيس الاتحاد اذ يحتفل الاتحاد اليوم بالذكري الأولي لتأسيسه حيث أسس في "9 ديسمبر 2009 " .

 

ويطل هذا اليوم علي المدافعين في الدول العربية في وقت اقترفت فيه الحكومات العربية أبشع الجرائم والانتهاكات ضد حقوق الانسان وليس ذلك فقط بل و أبت قوي الظلام العربية المستبدة أن تسطع قوة النور المتمثلة في المدافعين عن حقوق الانسان , فخصت تلك الحكومات المدافعين بانتهاكات من شأنها أن تحول بينهم وبين دورهم الهام في التصدي لانتهاكات تلك الحكومات لحقوق الانسان .

 

فها هي السلطات المصرية تجري اكبر عملية تزوير لارادة الشعب في انتخابات مجلس الشعب 2010 في 28 نوفمبر وتمنع المدافعين من دورهم في المراقبة علي العملية الانتخابية , وفي البحرين تهنئ السلطات البحرينية المدافعين علي طريقتها حيث تحاكم 4 من أبرز المدافعين عن حقوق الانسان بتهم الارهاب , وفي سوريا تأتي تلك الذكري حيث يقبع شيخ الحقوقين "هيثم المالح " والمحامي البارز "مهند الحسني " خلف القضبان بعد محاكمة عسكرية , وفي تونس تستمر السلطات التونسية في قمع المدافعين ومنع أنشطتهم وتعريضهم للمحاكمات . وفي الاراضي الفلسطينية المحتلة تقوم قوات الاحتلال بدور قمع المدافعين واحتجازهم بدلا من الحكومات العربية . وغيرها من الدول العربية فلا تخلو دولة من انتهاك هنا وهناك ضد المدافعين .

 

ويحل علي المدافعين يوم احتفالهم و هم في مثل هذة الظروف التي أفسدته فكان لزاما علي اتحاد المدافعين العرب أن يتخذ عدة خطوات من شأنها المحاولة لرفع الظلم عن المدافعين كالتالي :

 

أولا : يطلق الاتحاد حملة " مدافعون تحت الخطر " وهي حملة واسعة للدفاع والتضامن مع نشطاء حقوق الانسان في الدول العربية الذين يتعرضون للخطر ويشارك في تنظيم الحملة 68 منظمة حقوقية من 9 دول عربية تبدأ فعالياتها الأسبوع القادم .

 

ثانيا : يصدر الاتحاد التقرير الأول من نوعه عربيا الذي يرصد فيه أوضاع المدافعين عن حقوق الانسان في الدول العربية والذي سيصدره مع بدايات العام القادم 2011.

Arab defenders are “Candle in the Dark” the governments want to “turn it off”

 

 

         

On this day comes the anniversary of the world day of human rights defenders corresponding 9^th December each year. On such a day the general assembly of the united nation (on 9^th December 1998) issued “the declaration that related to the right and responsibilities of individuals, groups and society bodies in enhancing and protecting human rights and main freedom internationally acknowledged”, which shortly known as “the declaration of human rights defenders protection”.     

 

The Arab human rights defenders union celebrates this day as it is considered a turning point in the history of human rights defenders when the declaration of them has been issued. The day also represents a special anniversary for the union as this is the day when the declaration announces the foundation of the union; hence, the union celebrates the first anniversary of its foundation which was on 9^th December 2009.   

 

The defenders in Arab countries witness this day at a time when the Arab governments not only committed the most horrid crimes and violations against human rights, but also rejected and prevented the “light” which is represented by human rights defenders. Then these governments directed to human rights defenders forms of violations which would stand in front of their role in resisting and opposing these violations by the governments to human rights.  

 

One example is the situation of Egyptian authorities in committing forgery in the election of People’s Council 2010 in 28^th November, and prevented the defenders from monitoring the electoral process. In Bahrain, the Bahraini authorities congratulate the defenders in a special way by judging four of the most prominent human rights defenders of terrorism crimes. In Syria, this day comes as the sheikh of human rights defenders “Haitham AL Malah” and the prominent lawyer “Mohand Al Hosny” have a court-martial. In Tunisia, the Tunisian authorities continue oppressing the defenders and prevent their activities and subject them to the governments. In the occupied Palestine, the Israeli occupation forces oppress the defenders and jail them instead of the Arab governments, and many other countries that are not devoid of violations against the defenders.            

 

The defenders witness this world day among these condition which “spoil” it, so it is necessary for the Arab defenders to take some steps that would eliminate injustice to the defenders as follows: 

 

Firstly: the union launches a campaign “Defenders under Danger” which is a wide campaign to defend and be in solidarity with human rights activities in Arab countries who exposed to danger, 68 human rights organizations from nine countries participates in the organization of the campaign. The campaign activities will begin the next week.

 

Secondly: the union issues the first report on the Arab level which monitors the positions of human rights defenders in Arab countries which will be issued by the beginning of 2011.
