Dear Friends,

 

The Crisis support team is following up on the Europe Conference Motion on crisis management and for this occasion we prepared a series of questions. We would like to know a bit more about what is happening in Europe Region at the moment, before we can establish a Crisis Support Network in the next steps. The team has already taken part in the Academy 2023 where we worked on some real cases and discussed examples of actions that different MOs are taking in times of a crisis.

The European Guide Conference:

  • reminiscing the cataclysmic floods in Western Europe and the well-established environmental concern in our Guiding and Scouting values;
  • reflecting on the actions taken by MOs in response to wildfires in Mediterranean countries by activating a civil network on a national level;
  • understanding the need for a more coordinated effort to provide support in countries facing conflict;
  • reflecting on the extraordinary response of MOs in supporting refugee flows and other humanitarian emergencies, and offering aid;
  • acknowledging the need for volunteers in the countries receiving refugees and migrants from third countries.


Calls upon the Europe Region Committee to:

 

  • develop a crisis management process for Europe Region, including responsibilities, ways of working, communication flows between Committee, Volunteers and MOs;
  • create and coordinate a Crisis Support Network, where Volunteers from MOs across the Europe Region can exchange best practices of coordinating different crisis responses on a national and regional level;
  • search for resources to support MOs and Volunteers, e.g., reports from other NGOs, knowledge and good practices from experienced Volunteers, training from experts outside our Movement;
  • build stronger relations with European bodies and global organizations (if applicable) – such as RescEU integral to the EU Civil Protection Mechanism and the UNHCR (United Nations Refugee Agency) operating in various European countries - to exchange knowledge or best practices and respond to their need for volunteers.

This questionnaire addresses all countries that have a process for crisis management and those that don’t. In case some questions are not relevant to you, write “not applicable”.

 

To support you in answering the questions we offer you a definition of a crisis below.

 

Crisis

 

A singular event or a series of events, either natural or man-made,  that are threatening or causing a serious disruption of the functioning of society, causing widespread human, material or environmental losses in terms of health, safety or well-being of a community or large group of people. The event may exceed the capacity to respond either in resources or competencies of the community involved, and calls for external assistance.
