package name standarts

I think, that is time to create and accept some package naming
standarts. This time we have great mess in that. Here is a list of
questions with present package names issues I want you to discuss and
make some decision.
1. CamelCase. All package names must be in lowercase.
2. de-specific packages. add a "kde" prefix to a package name, which
kde, "gnome" for gnome-related packages, etc...
3. python and perl modules. "python-" and "perl-" prefix.
4. kde plasmoids with "kde-plasmoid " prefix.

It will require BIG rebuild of python modules, cuz some of them are
without "python-" prefix.

And +1 for suggestion, at least for python modules

for GNOME-related packages suffix -gnome used everywhere, when needed
(not prefix, but suffix). All other things I accept :)
