Agile toolkit 4.3 extract problem

When I run "run.bat" I get this error:"We were unable to deal with your request. Please retry later."

Any ideas?

it's a file bundled inside 4.3 zip designed to run PHP in server mode. Run it from command-line , and you'll need PHP executable installed.

I don't have windows to test on, if you figure out how to make it work, it would be awesome.
