Yes the thresholds do need raised but not to these levels for all
services etc.

Governance also needs examined.

We need to look at the report done for Darling as reports suggest a
rationalisation of the 44000 procurement groups in the public sector.
That'll mean more frameworks and lockout for smaller traders unless we
can get dynamic procureemnt systems adopted.
