Dom,

I'd like to join in, as well, although can't add much expertise on
trannys of any kind. I'd also like to invite my wife, Shannon. As it
happens, she works for Oracle as an expert in public sector
procurement - devoted her entire career to procurement. She might
have some useful insights.

Agile Procurement

Why do we need Agile Procurement?
Increasingly there are many complaints being made about public
procurement – from it being a lottery to non transparency and time
wasting. Almost 30%of third sector organisations are disengaging.

Evaluation methods vary and give different answers and the new
competitive dialogue is racking up bidders costs. In addition,
frameworks are being misapplied and leading to market distortion where
SMEs are locked out. The CBI is a vocal advocate of the problems as is
NCVO.

Competition, contract and case law are well established and provides
certain constraints. Procurement workloads are increasing and
requirements are getting more complex. This is leading to box ticking.

eProcurement is patchy and there is evidence that advanced systems
impose restrictive selection criteria and may encourage overstatement
from bidders. In short, there is a crisis of confidence.

What are the goals of Agile Procurement?
To provide a faster robust and transparent method of delivering
outcomes consistent with EU law.

MEAT has no EU published definition
So tender evaluation methods vary. Balancing quality and price is the
key but ‘bangs for the buck’ isn’t always delivered.

What is Agile Procurement?
Outcome based specification, fixed price, hygiene factor rich, current
service description ( where possible) where the highest quality/
volume wins. Can be used with or without a dynamic procurement system.

Using new technology?
• Ant agents scouring web based material to find suppliers.
• Dynamic Procurement systems – relatively undeveloped yet allowed in
law. These have an advantage in that they do not allow ‘framework
lockout’.
• Remedies – Tribunal system like employment law is being discussed.
• Professional governance needs improved by adopting the practices of
the accounting professions i.e standards board, SSAPs, assurance.
