Been at it a few hours tonight and this is all I've managed so far, looks like a volunteer party with beer bribery is called for.

Thinking the Dogbone ones are too long for trainers, compared to the ALN9662 tags. Need to make a decision, but I think I will program 2 tags to each bib, one of each type, and ask runners to mount the ALN9662 on their shoe and the Dogbone on shorts with a safety pin.
