Export CSV after race started has no chip start times

I've recently started to Copy the state of the ART database once runners have left the start line. Following this I Export a CSV, but. it does not contain the mass of chip start times I expect. The few that are there are meaningless.

Couple days later, I opened the copied start state of the database (which shows the chip starts) and then I invoked the Exported CSV and sure enough, all the expected chip starts are there in the CSV. Why were they not there on when I performed the same action on race day ?
