Defualting to AR again?

I have a race director that manually entered participants into runsignup without an address.  When I sync'd with the software, it is defaulting them all to AR for the state.  The race location is correct in the edit race tab, is there somewhere else I don't have my state set that is causing the software to defualt to AR for participants without an address on runsignup?
