I am not certain but I think the ethernet over USB is not going to work with W10 or W11 to a 7500 reader
I did manage this with a FX7400 a few ( +- 8 ) years ago but not on windows 10.

Having said that Zebra have this page
I recall trying and failing to get this to work with W10

You may need to use a USB to Ethernet adaptor.

I do not have any trouble doing that.  Seems like 11 is more forgiving than 10 about connecting when you want it to.  Remember: the Ethernet plug end of the adapter goes in the READER and the USB plug in the USB port in the computer.  It is quite possible to do this in reverse BUT that won't do anything. Looking for help!  I have two FX7500 readers that I have been using for 3 or 4 years with no issue.  When I plug them up now, they both give me a single yellow light instead of the normal single green and neither will connect to any of my timing computers.  I am not tech savvy and wanted to know if anyone that has the ability to remote in and try to recover them would be willing to provide me a price and some availability to log in and take a look.  I was trying to set up for mile splits during the second half of the season but need these readers to accomplish this.

Thanks,
Robert

Dear Robert,

If it is only showing yellow lights after initial power up, I think it has a hardware fault issue, I don't think anyone can help by remoting on to your system, make sure you have at least 1 antenna connected with you reader, if you are powering with an adaptor, maybe change the adaptor with a new one (24V) if you have poe power option maybe try that. also you can try hard reset the reader by using a paper clip and press and hold the reset button on the back of the reader for 10 sec while the power is still on and let go to see if the reader reset fixes your problem or not, if not I think the reader might be damaged.
