Using Live Export data file

I use the option to create a Live Export data file. Specifically I ask ART to append the latest tag time.

I notice in my latest event that a time was missing from the file, although it was there when I Exported the CSV after everyone had finished.

Is this possible ? In essence, should I rely on the existence of times in the Live Export rather than from the ART database itself ? In my case, it meant the difference between a runner getting an award and not.
