Chip Programing & Bad numbers

I'm still using original shoe tags from Brian. We always lose a few and reprogram new ones, and we also always have a tags that shows up with a bad number.
Example: a tag that should be:
000000000000000000000048 might actually be 
000000000020000000000048. My question is: if when programming and everything is "green", what would be the potential causes ? (using a Thinkify 265 @6% power, generally have tags within an arm's reach) or can external RF at races cause numbers to change?

That is a proper code, for a race specific tag. That's why it's not reading properly, because it's being excluded because it's not for this specific race.
