Position Overview:

The Project Manager will be responsible for overseeing Task 1 of the USDOT FY 22
SMART Grant project for the Regional Transportation Commission of Southern Nevada
(RTC). This includes managing project scope, schedule, and budget, as well as ensuring
comprehensive communication with RTC and participating agencies. The role requires
strong project management skills, stakeholder engagement abilities, and adherence to
timelines and budgets.

Key Responsibilities:

1. Project Scope Management:

- Define and clarify project scope in collaboration with RTC and participating agencies.
- Ensure adherence to project scope throughout the duration of Task 1.
- Manage any changes to project scope, ensuring proper documentation and approval
processes are followed.

2. Schedule Management:
- Develop and maintain a detailed project schedule for Task 1, covering the ten (10) month period from Notice To Proceed.
- Monitor and track project progress against the schedule, identifying and addressing any
deviations or delays.
- Coordinate with RTC and participating agencies to ensure timely completion of project
milestones.

3. Budget Management:
- Develop and manage the project budget for Task 1, ensuring alignment with RTC's financial guidelines and constraints.
- Monitor project expenditures and track budget variances, implementing corrective actions as necessary to maintain budget compliance.
- Provide regular budget updates to RTC and participating agencies, addressing any budget-related concerns or inquiries.

4. Communication and Coordination:
- Serve as the primary point of contact for RTC and participating agencies regarding Task 1 activities.
- Coordinate, prepare for, and facilitate monthly project meetings with RTC and participating agency representatives.
- Ensure effective communication channels are established and maintained throughout the project duration.

5. Stakeholder Engagement:
- Engage with stakeholders to gather project requirements, address concerns, and solicit
feedback.
- Foster positive relationships with RTC, participating agencies, and other stakeholders to
ensure project success.
- Proactively identify and manage stakeholder expectations, resolving conflicts or issues as they arise.

6. Reporting and Documentation:
- Prepare regular progress reports and status updates for RTC and participating agencies,highlighting key achievements, challenges, and milestones.
- Maintain comprehensive project documentation, including meeting minutes, project plans,and correspondence records.
- Ensure all project documentation is accurate, up-to-date, and easily accessible to relevant stakeholders.

Qualifications:
- Bachelor's degree in Engineering, Business Administration, Project Management, or a related field.
- Proven experience in project management, particularly in managing complex projects with multiple stakeholders.
- Strong understanding of project management principles, methodologies, and best practices.
- Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels.
- Demonstrated ability to manage project scope, schedule, and budget effectively.
- Proficiency in project management software tools and applications.
- Certification in Project Management (e.g., PMP) is preferred but not required.

Position Overview:

The Project Manager will be responsible for providing comprehensive project oversight and management for Task 1.2 of the USDOT FY 22 SMART Grant project with the Regional Transportation Commission of Southern Nevada (RTC). This role entails ensuring adherence to Quality Assurance/Quality Control (QA/QC) processes, maintaining project schedule and budget progress, and delivering a robust Project Management Plan and updates as required.
Additionally, the Project Manager will oversee the setup of a shared document control site, primarily utilizing MS SharePoint and integrated with MS Teams, to manage project documents and facilitate collaboration.

Key Responsibilities:

1. Project Oversight and Management:

- Provide overall project leadership and direction, ensuring alignment with RTC's objectives and requirements.
- Monitor project progress and performance, identifying and addressing any issues or
deviations from the project plan.
- Maintain effective communication with RTC and project stakeholders, providing regular
updates on project status and milestones.

2. Quality Assurance/Quality Control (QA/QC):
- Establish and enforce QA/QC processes and procedures to ensure project deliverables meet established quality standards.
- Conduct regular quality reviews and audits to identify areas for improvement and ensure compliance with project requirements.

3. Project Management Plan (PMP) Development and Updates:
- Develop a comprehensive Project Management Plan (PMP) outlining project scope,
schedule with milestones, budget breakdown, team roles and responsibilities, requirements
management approach, and QA/QC procedures.
- Provide regular updates to the PMP throughout the course of the project, reflecting any
changes or updates to project scope, schedule, or budget.

4. Document Management and Control:
- Set up and manage a shared document control site using MS SharePoint, integrated with MS Teams, to facilitate document management and collaboration among project team members.
- Implement document management and control procedures to ensure version control,
document access permissions, and proper storage of project-related documents.

5. Stakeholder Engagement:
- Engage with RTC project management team members and consultant team members to ensure clear understanding of roles, responsibilities, and project expectations.
- Facilitate regular project meetings and communications to ensure alignment with project objectives and address any concerns or issues.

Qualifications:
- Bachelor's degree in Engineering, Business Administration, Project Management, or a related field.
- Proven experience in project management, with a focus on infrastructure or transportation projects preferred.
- Strong understanding of QA/QC processes and project management methodologies.
- Proficiency in project management tools and software, including MS Project, MS SharePoint, and MS Teams.
- Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels.
- Experience in document management and control processes preferred.
- Certification in Project Management (e.g., PMP) is a plus.
