Ratio of Testers to Developers

I'm starting some research and was wondering what ratios people have
found for testers v developers.
I've worked on projects with anywhere from 8 devs and 4 testers to 20
devs and 1 tester.

I'm not looking at defence or medical type testing but rather nimble
(to steal a term) fast to market just in time testing, particularly in
the banking sector.
A typical description of the project would be:
More change management and small changes that are bundled together and
released every 3 weeks.
Time to market is important.
Client server with a heavy client.
Rich functionality in the client

On another note - I did go to STANZ 2007 and found it excellent. There
were a broad range of topics and was well organised. It is something
that we need and need to support in the testing profession. I would
encourage anyone thinking about writing a paper or presenting to do
so.
