Bug in STRHTMLCLEAN which would incorrect adjust indexes passed. It was
advancing them when it should have been decreasing them.

Added extra error check to low memory reallocation code to prevent crashes
with negative or wildly incorrect block sizes. A crash in this code showed
up during some debugging, so this is to prevent that in future.
