SET VARIABLES ON now surpresses headings for blocks of ignored variables.
For instance if you have a GLOBAL variable called "undo", and set the
variables search string to "undo", even if you had no local variables
named "undo" you would still get a variable number of LOCAL headers
constantly growing and shrinking above the GLOBAL section. This
is fixed.
