Congo-Brazzaville is also finishing up it's national fibre grid.

Running through the entire country from Pointe-Noire to Ouesso. Also
two important "fingers" divert from the main route, "finger 1" to
Kinshasa in DRC and "finger 2" to Mbinda (town right on the border to
Gabon).

On a side note: Congo-Brazzaville connects to WACS but not ACE. Gabon
connects to ACE but not WACS. Would be cool if the two countries would
make the fibre networks meet, fx at Mbinda and help eachother divert
the loads.

Thanks for all that info.  I extracted the attached two maps from the World Bank documents.  Can anyone comment on what parts of the fibre in Gabon and/or Congo may be live already?

None of them are live yet, as far as I know. I know the work on the first phase of Congo's fibre from Pointe-Noire to Brazzaville is on-going, but I don't think they've opened it yet. A have noticed though that Airtel is already offering 3G usb-dongles in Brazzaville. Gabon is still in the planning phases, at least outside of Libreville and Port-Gentil. Gabon Telecom is advertising on national television that ADSL in Franceville is available now. But how they get ADSL speeds to the Bateke plateau is anyone's guess. Must be satelite. I'm not sure about the pricing nor the actual speed. But at least hope is kindled now. We'll all be connected eventually.

According to this article 


connectivity via the WACS cable was established in July 2013.  It is operated by the incumbent Société congolaise des postes et télécommunications (SCPT) which doesn't necessarily bode well for any instantaneous price drops.  And indeed, it appears MNOs are complaining about the price and the expected reliability of the cable
