In an effort to make data more dynamically available as the map itself
is coming together, I have started uploading the traced maps in KML
format into GitHub. There are a number of reasons for doing this:
1) as mentioned, it will make data available right away
2) it will make it easier for anyone to validate sources and correct that data
3) it will serve as a kind of palimpsest for cable infrastructure
development, an iterative record of cable development, possibly of
historical interest at some point
4) it will make it easy for anyone to contribute to the project

The wikipedia entry has now been updated to have a KML column which
will contain links to KML files associated with the image maps.

If you see an entry that has a link to an image map but no associated
link to a KML file, THAT IS AN OPPORTUNITY to be a contributor. Grab
that image file. Import it into Google Earth. Stretch it over the
country in question. And start tracing. If you're not sure how, I'd
be happy to help.
