Telkom South Africa network added

Hi all,

Thanks to the work of Wilhelm Van Belkum of North West University in South Africa, the AfTerFibre map now includes Telkom South Africa's extensive fibre network.  The KML file can be found at 

https://github.com/stevesong/afterfibre-kml/blob/master/South_Africa/Telkom/Telkom_South_Africa.kml

For simplicity's sake, you can now find the full AfTerFibre map at http://afterfibre.net
