Minor update to Congo National Network

Hi all,

Posted a minor update to the Congo National Network on AfTerFibre based on this article

which indicates that the link from Louboumou to Mbinda on the Gabon border is a second phase of the network and that network will be built along the railway network (previously I had the network following the roads).
