As many of you are aware, between 2022 and 2023 over 200 civil society from across Africa teamed up with our European colleagues to develop the first ever joint framework on engaging with the European Union and Africa Governments on a wide range of issues that affect our continent, including governance, peace and security, trade imbalance, taxation policies, food and agricultural rules and agreements, movement of persons, and most recently the European Green Deal and mining policies.
We are happy to announce that this framework is now complete and we are giving existing organizations within the Civil Society Engagement Mechanism and new organizations the opportunity to join the wide range of CSOs from Africa seeking to influence the EU-AU partnerships.
Two forms have been made available in both English and in French below this email. Please click on the link that corresponds with your language of choice to fill out the form. This exercise will help to assess your area of work and how best we can all engage in the said subject together.
We ask that you kindly complete the attached form and submit it before 10th August 2024.

Comme beaucoup d'entre vous le savent, entre 2022 et 2023, plus de 200 organisations de la société civile de toute l'Afrique ont fait équipe avec leurs collègues européens pour élaborer le tout premier cadre commun d'engagement avec l'Union européenne et les gouvernements africains sur un large éventail de questions qui affectent notre continent, notamment le gouvernance, et sécurité, le déséquilibre commercial, les politiques fiscales, les règles et accords alimentaires et agricoles, la circulation des personnes et, plus récemment, le Green Deal européen et les politiques minières qui auront un effet à long terme sur nos vies et nos moyens de subsistance.
Nous sommes heureux d'annoncer que ce cadre est désormais complet et nous vous donnons l'occasion de rejoindre le large éventail d'OSC d'Afrique qui cherchent à influencer les partenariats entre l'UE et l'UA.

Em fevereiro de 2022, a União Europeia e a União Africana assinaram uma Estratégia Conjunta África-UE (JAES), que vai além da cooperação e desenvolvimento, abordando desafios globais como migração, mudanças climáticas, paz e segurança; incentivando respostas trans-regionais e continentais; e garantindo uma melhor participação dos cidadãos africanos e europeus. A JAES enfatiza a importância de uma parceria ampla e diversificada centrada nas pessoas, além da necessidade de empoderar atores não estatais e assegurar um diálogo contínuo com a sociedade civil. Desde então, a JAES tornou-se central e hoje inclui amplos compromissos em torno dos Acordos de Parceria Económica (EPAs), o Acordo de Samoa (que também inclui membros do Caribe e Pacífico) e os recentemente lançados Projetos Global Gateway.
Para garantir o engajamento ativo e pleno da Sociedade Civil, um grupo de OSC da África e da Europa desenvolveu, nos últimos dois anos, um mecanismo de engajamento conjunto com os governos da UE e da África. Conhecido como Mecanismo de Engajamento da Sociedade Civil (CSEM), ele procura incluir as vozes das pessoas e engajá-las de forma significativa na Parceria UA-UE, a fim de gerar decisões eficazes e legítimas. O mecanismo de engajamento da sociedade civil na Parceria UA-UE não é uma instituição ou estrutura, mas um espaço inclusivo (especificamente, a “Plataforma da Sociedade Civil”) destinado a facilitar o compartilhamento e o diálogo entre as sociedades civis africanas e europeias, para organizar uma interface entre Organizações da Sociedade Civil (OSC) / Organizações Populares (OP) africanas e europeias e as estruturas e processos intergovernamentais África-UE em torno da JAES.

Support active engagement between arms of the state, broader government and Society
Challenge donor practices and actions of international actors that contribute to weakening democracies or violate the internationally accepted principles of engagement, particularly in conflict affected countries
Support Civil Society to allow society voice to be the core of their work.Not acting as intermediaries;Not speaking on behalf of Society; but facilitators of society voice
WHY:
We believe that the state and all intermediaries, exists because of Society.It's the society that give the state the mandate to do what it does - whether that state is local or foreign, donor or government.Governing is all about managing societal diversity to ensure not just cohesion but realization of full expectation of whole society. This is not about democracy, its not about elections, this is about The social contract. The legitimacy of the state begins and ends with the society. Any state that ignores this fundamental fact will soon collapse. :
