I also think this story published two weeks ago - The Chinese mining takeover - by the Platform for Investigative Journalism Malawi and Finance Uncovered may have spurred the president's action.
PIJ and FU's story revealed that control of a monumental mining project - 350 million tons of a zircon, titanium, and rare earth-bearing monazite - has been quietly traded between Chinese entities twice since 2023, seemingly without the knowledge or approval of Malawian regulators.
This shell game of ownership, conducted through offshore structures and Chinese stock exchanges, appears to be a direct breach of Malawian law and raises profound questions about the country’s ability to govern its most valuable resources.
So the Malawi president's decision to suspend the issuance of all types of mining licenses, a full audit of the licensing registry, and a ban on the export of raw minerals pending a review of the legal and regulatory framework appears to be another example of campaigning + journalism = impact :)
