I hope you are fine.
 
As communicated before, MAAIF conducted a validation meeting for the draft National seed policy yesterday. I am glad to inform you that Caritas Uganda/UFCOVP and other 5 CSOs (AFFIRD, PELUM, SEATINI, FRA, and AFSA), participated in the National Seed Policy Validation workshop held yesterday in Speak Resort Munyonyo.
 
I am glad to inform you that among other issues, we managed to advocate for the following;
1. Inclusion of and  acknowledgement of the over view of informal seed system in Uganda
2. Establishement of a regulatory Seed Authority
3. Conservation of local Varieties and indegenous Knowledge
4. support the development community seed banks for the local varieties
5. provide a legal framework to promote and protect farmers rights
6. support the availability and accessibility of good quality and safe seeds of the preferred varieties
7. provide clear roles and responsibilities of non-state actors in the policy implementation
enhance women participation in seed business and marketing
provide a mechanism for labeling of GMO products as a right to know
 
Concerns not responded to;
a) Issue of regulation of Biotechnology in Variety development
b) review period, we had initially suggested 5yrs but the interested parties seem to have influenced that it be reviewed after 10yrs
c)Nutrition security security is not addressed. 
 
NEXT STEPS: The draft is then going to MAAIF, then to cabinet for approval.
 
NB:I must say that the process was not easy since there were different people in the meeting,with each wanting their interest to be catered for. So we tried to give our proposals to make the law supportive to small holder farmers and people of Uganda, but I can not be so sure if those proposal will ALL be taken care of. we shall also try to keep our "eye and ears" on the ground to see if the fair draft will have our concerns. I am of the opinion that we can in our different ways and forums try to lobby cabinet members (our friends, relatives) not to pass the draft policy with gaps.

Thank you Nancy and Rose for the information and struggle. The issues concerning seed business and availability is very important to me as well as to the entire Ugandan food security and development goal.
