Brethren,
Regionalization is going backward. The best option will be additional states to the Southern Nigeria to be equal to the number of States in the Northern part of the country. Those states should be carved out from the Igbo speaking clans that means all Igbos marginalized to other non Igbo should be added to their kit and kins Igbo speaking e.g Igbos in the Benue, Akwa Ibom, Delta States, Rivers State and Cross River States. The Yorubas have large number of States of their own so shall the same number of Yorubaland be accorded to Igboland as well. Therefore their should be Anioma and Njaba States. Anioma will comprise all Ika Igbo while Njaba will comprise all Old Orlu division with Ihiala, Uli and others that are currently in Anambra State be inclusive. We have gone far from regions in the past to States at present and cannot move backwards this time we need grass root development and national cake to be distributed equitably right. We should continue to move forward in the right direction. It shall be well for us all.

Regional Autonomy: Suggested 6 regions each with it's own regional parliament and govt, regional police  but no regional military. Each autonomous region can create as many provinces/states as it wishes.

Regionalism is not going backwards because that is what everybody is now talking about - the  truth is that everybody is tired of Nigeria but dare not leave- and so they don't want power at the centre because regionalism takes them closer to being on their own, closer to home. Let regions be created and those regions can create as many states as they see fit, develop at their own pace and manage their lives. Nigeria is "tribal" so let those tribe who get on with each other from regions of their own. If Itsekiri and Edo are better off with the Yoruba, then let them forge a block with the Yoruba - or the Igbo, if they prefer and if not let them try to agree to forming their own block. The Anioma did it -They are a mixed stock, so why can't others attempt they same? I saw Benin/Edo leaders asking for 8 autonomous regions, but they didn't draw it on a map for us to visualize. We can't go back to the old regions because people will complain about annexing other peoples land, especially as the Ijaw are caught between the old autonomous Western and Eastern region and the SE is not sufficient the autonomous Eastern region was bigger and had access to the sea, so no sensible Igbo will accept SE as an autonomous region when compared to former Eastern region which was a growing region  - this was why I merged the SS and SE, as seen in the map.

 Regionalism will bring about a sense of unity amongst certain blocks. It will make the center (the federal govt/presidency) less attractive. Then Blocks composed of different tribes and those with reasonable respect for each other, can practice this rotation thing as some politicians are trying to do at the center. If the SW is purely a Yoruba block, then that problem of discriminating based on where you come from would be (to a large extent) eliminated. I don't see the Annag, Effik and Ibibio people complain of the Igbo, so they could form a block together, and also practice the rotation thing. Some will have to make sacrifice for the others- perhaps the bigger groups can wait and allow the smaller ones to lead so that there would be a positive history, unlike you have in Nigeria. Anyway, the point is power has to be devolved and return to the people.

creating states can be a good thing for the re-distribution of income - the spread .. but I get a sense that people are demanding the creation of more states not because they are needed. This is why when they return to where you have regional blocks, the blocks can create as many states as they seem fit- and states that are functional. All the talk of, "you have more, I have less" states will become senseless when you return to regionalism. There are too many governors and this should change with regionalism, governors can become some provincial administrators or so, with less powers - the states ad local govt areas can function as county district and county councils did in the UK,

Umunnakwe,

the Yoruba have their kith and kin in Kwara and Kogi states. So when you create 2 additional states to get them re-united with those in the SW, then the Igbo will cry again and demand more states in the interest of equality based on the number of states... but why should they cry about Yoruba reuniting with their kith and kin? Well they will again say they have fewer states. Then since you have a geopolitical oxymoron known as South-South, the North may demand their own oxymoron called North-North and Even North-South .. so you see this process may just continue to until the states are totally senseless especially with all the governors have you that have too much power. .. but when you now create the states because some Yoruba people are in Kwara and Kogi, or because some Igbo are in Benue, Rivers etc to reunite the people annexed with their kith and kin in SW and SS, that should make sense - then when you return to regionalism, they can create new states within and/or some states may even merge.

Yes, that's the point, but what I add to that is that where ethnic groups that respect each other can agree to form a regional block, if they so desire, and if it pays them to belong to a bigger unit, then they should form these block - they shouldn't be forced. In my opinion history suggests Eastern Region functioned well before the genocide war on the Igbo called Biafra-Nigeria war, but I am sure it had its little problem - for instance some Ijaw were in the East and some were in the West so this might have being problematic but just how much of a problem was this? How did this Eastern or Western blocks affect the lives of people? To what extent were they good and where were they bad - bad for some minorities? Why was Mid-West created? Where was the problem, if any? Can these problems (if ethnic) be re-examined and revolved to the best ability of think involving all parties in dispute-thanks

 The forgotten Igbo/Igboids in Benue State
They are in 4 ocal government areas of Benue State namely Ado, Oju, Okpoku and Obi, all in Benue State.These are ethnic Igbo. These are known as the Umuzeokoha people. Some people were speaking about Igbo trying to annex other people's land but look at how sizable amount of Igbo were cut off and place in the North as northern communities. Presumably some people hoped hat the Umuzeokoha people will lose their identity as is happening with some Ikwerre people in river State. Umuezeokoha community is in the present Benue state and comprises of over 300 villages of Igbo speaking areas.
Ado, Oju, Okpoku and Obi are local govt areas that are part of the newly proposed Apa state that, which the Idoma have been calling for. Apa state must be obtained and added to the SE in the interest of unifying the peoples with their kith and kin in the SE.

There are over one million of them spread across four local government areas of Benue State. You can find them in Ado, Oju, Okpoku and Obi, all in Benue State. They are ethnic Igbos. Before the Nigerian civil war, they lived a happy and meaningful life, mingling freely with their kith and kin in the state. But today, things have fallen apart. Instead of the joyful songs, they were used to, they now sing dirges.
The Benue Igbos who are called by the name Umuezeokoha are not happy that they have been neglected for a long time now by successive governments, federal, state or local, and they are blaming this on their ethnic origin and the fact that they are in the wrong state. Interestingly, the people share the same Benue South Senatorial Constituency with Senate President, David Mark. Though Igbos , the Umuezeokoha Community, due perhaps to accident of history, are found in Benue State instead of Ebonyi State , being the closest Igbo state where their kinsmen, the Ezza Ezekuna kindred are found.
According to the President, Benue Igbo Union, Mr. Nweke Cedrick Ifeanyi, his people are wallowing in poverty and neglect and are often denied democracy dividends, including obtaining local government identification letters for employment in and outside the state.
Historical background of Igbos in Benue
Mr. Nweke said the Igbos in Benue State, particularly those in Ado, Oju, Okpoku and Obi Local Government Areas were in existence before the advent of Christianity in Nigeria. But since then, he lamented, they have not been recognized by successive governments both at the state and federal levels in both Ebonyi and Benue states.
“Although before the independence and the Nigerian civil war, which lasted for about three years, we used to experience government attention to the extent that the missionaries then established one local primary school at Umuezeokoha community which comprises over 300 villages of Igbo speaking areas that time. The school was generally accepted by our elders then and we did witness medical attention.
“But since after the civil war, we in the entire 300  Igbo-speaking villages in Benue State have been dumped by the Nigerian government. It is worse for those in Benue South Senatorial District. We have never experienced any government attention, let alone a project from the local, state and federal governments up till date.”
The  Igbo Union President also disclosed that a place with a population of over one million people has no designated political ward, no councillorship representative at the local government level nor at the state government level despite their voting population. He said even Senator David Mark and Governor Gabriel Suswan have been winning all their elections in the area.
Mr. Nweke also narrated how their children die in their large numbers because of lack of immunization,  which he said they have never witnessed since the return of democracy. He also painted a gory picture of how they were swindled of N6,000 each for insecticide treated mosquito nets, which were given free  to neighbouring communities by the federal government.
“We are lacking so many things, including a health centre, political ward, good roads, good water, electricity. There is no salary earner in our place to the extent that the mosquito treated insecticide nets given freely by the federal government was sold to us at the rate of N6,000 each,  some even paid without claiming it till date,” Nweke said.
“All our roads are narrow; we do not have any motorable road in our area at all, last time when we visited the local government chairmen and complained about the issue of selling mosquito nets to us, what they said was that the era of mosquito nets had come and gone. This attracted exchange of gazes, and the question weather we are still a part of this country. Imagine as we are in this dry season, we hardly see water to drink, wash and cook, talk less of taking bath. Before we see water to do something, one has to trek  up to 30 kilometres to a place where there is an unpurified dam water, but in this place, you must queue up in a line before it will get to your turn,” he said.
Another member of the community, Chief John Nwali also narrated the ordeal of the people in the hands of successive governments in the state, adding, “sometimes we do lament whether we are different from other human beings created by God. Some of them that claim to be natives of the state mock us by telling us to wait to benefit from government only  when the Biafran nation which we fought for comes into reality.”
“At times we nurse the idea of belonging to another country. In fact, if we are close to another country, we could have declared our intention to become their citizens, but this one we are in the midst of Nigeria, we speak Nigerian language, practice Nigerian culture and religion, in every election we vote and still we are treated with great scorn and neglect as if we are not existing.  Yet, we have somebody like the Senate President, living in Abuja with our mandate.
“Even in the last 2011 general election, I was the PDP Campaign Coordinator for Benue Igbo branch, but since that time till now, we are still in the same condition. We have been regarded as slaves in the country of our own.  Even the only primary school that was built by the missionary before Independence is no more attracting government attention. The school is now in a sorry state.  The only secondary school we have as of now is one at Saint Charles Catholic Church at Apa Ogbozu community, which was initiated by one Reverend Father.”
“We do not have anybody in the Benue State Government cabinet both in the local, state and in federal levels. We are all confused on what to do and where to  go because we do not know when this indefinite discrimination will come to an end because even to the extent that the local government identification letters are no more being given to  us any longer as Nigerian citizens.”
Chief Nwali also said that during rainy season, their people get drowned in water and disclosed that none of the streams, rivers and lakes has any bridge and lamented that during the last flood incident, they lost almost all their farm lands and  every other thing they had laboured for.
“The political oppression which we have been subjected to is very serious.  Even one of the biggest rivers we have has not attracted government attention, just to build a bridge across it. Last year, more than 20 people died while trying to cross the river for their normal daily business. We have made so many efforts to visit our Governor, Gabriel Suswan and our Senator, David Mark, to table our problem before them, but all to no avail.”
An octogenarian, Pa Nwankwo Alo said: “Our children have not been immunized over the years, let alone polio eradication programme. Our women do not even know what is hospital when they are pregnant because there are no hospitals to attend and yet we have up to 32 polling units. We have even called for more polling units because we are more than the present one but the government refused even as this national confab draws nearer, there is nobody to speak for us.”

Afis (Aka Jerome), that quote  and the maps come from me.I created the maps and I did the same thing for Yorubaland by carving out the lost to the North places like Illorin and Kabba (Okun and Oworo peoples) and added them to the SW. I also put on the map the other states demanded by the Yoruba such as Oke-Ogun, Ijebu and Illaje. I did some research and looked into what people were asking for and this was how I was able to draw the maps. In a different map I put Ijesha state although it shrinks Osun. It goes to show that you are a big fool looking for headache with SE Igbo people. Politically, I am Anioma (before Igbo) so heap this blame of maps on me. ... and by the way, and I would be happy for Anioma or at least my own town to go with The SE Igbo, and for obvious reasons - we have Igbo roots and although a distinct dialect my own town, we speak the Igbo language. Yes I created the maps, and now I have also put the map our Umuezeokoha Igbo people who are currently lost in Benue (see attached file. I am mapping out everything so we can see who is who and where you are. I will continue to create more maps until it is just right, and to serve different purposes.

My position: Ethnic Igbo in supposedly non-Igbo, non SE states should be united with ethnic Igbo in the SE. Igbo in  Benue,  Delta, Rivers, Cross River and even Akwa Ibom need to be united with their kith and kin in either of the following ways:

1: the existing SS states such as Rivers state and Delta state that have Ethnic Igbo should become part of the SE, while ethnic Igbo with Idoma should be given Apa state (carved out of the present Benue in the North/Middlebelt) and merged with the SE
2) Igboland (Ethic Igbo )should be carved out of non-Igbo states (whether North/middlebelt, or SS) and merged with Igbo states. As seen in the images below
3) the whole of SE and SS may be merged together to form a SESS block which may be called New South.
4) Mid West Block may be created, but with Anioma in the SE or SESS
5) Mid West may merge back with SW to form New West
5) some parts of Mid-West i.e Itsekiri and Edo can be merged with SW to form New West.

I have developed these maps, however not to absolute perfection. They are still subject to revision, pending new details.

As Ohaneze  actually tried to serve all Igbo (although they put the One-Nigerianists first) by speaking of the right to self-determination (perhaps to be excised later). However Ohaneze was weak when it proposed the SE as presently constructed, with parts of Igboland (especially Port Harcourt) in Non-Igbo states and the SS zone surrounded by the SE, to be an autonomous region. This is poor. Boundary adjustments must be made first and then the zones can be declared as autonomous regions. The SE must not accept to be sorrunded by the SS especially when we all know that the SS was created to cut of Ndigbo from their kith and kin, shrink their territory, cede parts of Igboland to the supposedly non-Igbo states but ultimately a SS surrounding the SE was designed to punish Ndigbo. Ndigbo must demand a readjustment of the boundaries first.The issue of a referendum can come into play afterwards, since in the first place a referendum wasn't used to split Igboland into pieces and dash/cede them off to other states.

Here is where we are sure that ethic Igbo people are:
In Rivers state: Much of Rivers state including Port-Harcourt and Opobo is Igbo territory
In Benue State: Umuezeokoha people are also ethnic Igbo people crying for help. All cries have obviously fallen on Ohaneze's deaf ears.  There are over 300 Igbo villages in Benue state as we speak, who are not represented (and as Igbo people) in Benue.
In Delta state: We know of the Anioma people. Ralph Uwechue was a Delta Igbo man. Similarly Achuzie was a Delta man.. so why has Ohanze forgotten my own people? but I agree that subjecting Anioma or Delta Igbo to a referendum is a special case (unlike the case of Port Hacourt, where evidence including maps show that Port Harcourt is Igbo) and may be accepted here since the Anioma Igbo are mixed.
In Cross Rivers state: Abi is a Local Government Area in Cross River State, Nigeria. It contains several Igbo villages and is home to an annual cultural festival. These parts of Igbo land must be returned to the SE first before SE is made an autonomous region... then you can speak of a referendum, and ask the people if they want to be ceded to supossedly non-Igbo states..

I like your proposition at least from the Igbo point of view. I remember vividly Papa Awo proposed same. He followed his words with action and allowed Mid-West carved out of Western Region, while his colleagues, Dr Azikwe refused South South and Ahmadu Bello would not let go the Middle Belt to form their Regions.
 
My only concern with the grouping is how easily would it be for the proposed Regions  to voluntarily relinquish their 'land mass'. This is where the North and those who oppose the idea will lay ambush. I do not see how the Benin Kingdom will not lay claim its boundary to Onitsha (Orisa) Bridge on the River Niger. I do not see how the Edo will come back to the old Western Region, not when the politicians have sowed the seed of hatred amongst the citizen making Edo's Pond stands aloof from Yoruba Nation's River as if water is not common to both. Our highly respected Oba of Benin is not an exception. As for me, Benin and Yoruba people? We are one People. If they want to join the Yoruba fine, if they say no we are going with the South South or form their own Region fine. I know that  I will never get visa to visit Benin Kingdom and sleep in Oba of Benin's Palace if I wish as a Yoruba Prince that is SURE-P.
 
Uzo, my brother, I am still pondering and thinking aloud how the South South will give away Port Harcourt to the SE just like that. Merging SS (if Edo is involved) to form SESS, might be an Hercules task, but who knows miracle may happen. I would have suggested the great Rivers Niger and Benue as the boundaries and allow any ethnic group that wants to merge with SE or SW do so at their volition. Such group will have to cross the River, otherwise there will be always border skirmishes and disputes resulting into killings and damage of properties between the people living in border towns in future.
 
From the look of things my former proposition might be altered to have Arewa, Middle Belt, Borno, Igbo, South South and Yoruba Regions with their Regional Capitals at Kano, Jos, Maiduguri, Enugu, Port Harcourt and Ile-Ife respectively.

They are torn between two worlds. Being of the Igbo stock, their soul is in the Southeast, but their bodies and homes are in Benue State, in the Northcentral. That is not all. In Benue, where they are quartered, more for political considerations than for cultural reaons, they lament their lack: no roads, no water, hardly any sign of modern life.
They are Igbos of the Ezza, Izzi and Effium stock. Their kith and kin are in other parts of the Southeast, particularly Ebonyi State. They claim they are not fewer than one million scattered in four local governments of Benue State. And for close to 50 years since they were excised from their kinsmen, they have been living primitive lives.
Their pathetic plight is that the authorities in Benue, from the state to the local governments, have not seen them as part of the state ostensibly because they speak Igbo. On the other hand, the Ebonyi State government where they should have rightly belonged is helpless as they are not under its area of administration and authority.
The people allege that since their inclusion into Benue State they have not felt any government presence. None of their people were considered for employment in any of the two tiers of government. Indeed, in their lamentation, they are not in the scheme of things as far as government business is concerned in Benue.
“We have been on our own. No roads, no water, no electricity, no employment. We just wander about to help ourselves in our own way,” an octogenarian, Pa Nwankwo Aloh said, clutching a bucket in search of water.
Benue State Governor Gabriel Suswam is said to have acknowledged their existence and concerns, even promising to address them, but that was during his first term in office.
Also, Mr Ogbu Igelega, spokesman of Ado Local Government Area, one of the councils where the Igbos are found in Benue, told our reporter on the telephone that one of the obstacles to the development of the Igbo-speaking areas of the state is their difficult terrain. Igelega said this makes access difficult, adding that the few places which do not present such challenges get government attention.
The spokesman cited the example of Etenyi which has 90 per cent Igbo population, saying the community “is being electrified at the cost of N17m”. He also said the Igbos occupy “important offices” in the council, adding that the assistant head of Revenue Development is Igbo, while the Senior Special Assistant on Inter-ethnic Relations is also Igbo.
The reporter met with the president, Benue Igbo Development Union, Nweke Cedrick Ifeanyi who narrated their ordeal. He said all they want is for the Benue State government to accept them since fate has lumped them together. He is of the view that if they can be given a sense of belonging, they would all wholeheartedly join in the effort to develop the state.
Ifeanyi does not expressly condemn their inclusion in Benue State, be he said if the other ethnic groups do not want them in Benue, the Federal Government should set up a machinery immediately to return them to their kith and kin in the Southeast, particularly Ebonyi State.
He sent a save-or-soul message to the Senate president, David Mark and Governor Suswam to come and save them from “this ignoble plight”, adding: “We are neither here nor there.”

The markets are as follows: Inikiri Ichari, Iddah, Iduokpe.
”But in all these places, we have been facing a lot of deprivation of our fundamental human rights to the extent that we do not have any project attracted by the government, be it local, state or federal. In fact we have become the rejected part of the country because local government identification letters are not given to us any longer.
“Before now we used to witness governmental attention in everything during and after colonial administration but since after the civil war we were dumped by the successive governments just because of our language difference.
“We do not have any drinking water, our source of water here is a dam which Fulani herdsmen do carry their cow to drink at the same place with us because the water is not covered.
“In the process of stopping them from coming to the water with their cow, it later resulted in the loss of five lives.
“We have no representative in local, state and federal levels. Mosquito nets that were given free of charge to roll back malaria have been sold to our people at the sum of N6,000 each. We have become slaves to our brothers because of language difference. No hospital, let alone health centre, we are seeing hell here in Benue State because of our language. I do not know whether it is a curse for someone to have fallen under a particular tribe like Ezza, Izzi, Ezzamgbo and Effium.
“Our women are dying every day during labour. Also our children are dying for lack of polio immunisation programme and other medical treatment needed to be given to a child at a tender age.
“Our roads are not passable. We have contributed so much not only to the development of Benue State but Nigeria at large. At least a place with over one million people in population has no primary school. We are therefore as a matter of urgency calling on federal government, our Southeastern brothers and any other corporate bodies to rush to our aid before water will come to our neck.
It is obvious that if we are speaking the same language with them we wouldn’t have found ourselves in this forbidden and undeserved situation like this one we are now.
An area with over 50 polling units, but we are benefiting nothing even on every of our market days they do come and sell their ticket (tax). We have been regarded as slaves in the country of our birth and our fore-fathers, we are also calling on our able president of the senate David mark to come to our help because after God we also contributed in making him what he is today and even Gabriel Suswan.
We can never regret why we are Igbos or deny being Igbo people before we are recognized in the country of our fore-fathers.”

Besides those at the Ebonyi borders, and with Anioma State being carved out of Delta State, let us not forget that we also have Igbos of Anambra/ Enugu stocks erroneously thrown into Benue State, and Igbos of Imo thrown into Rivers State. With current drive for more states, particularly in Igboland, the National Conference presents a bid opportunity to address this issue once and for all. 

General Ike Nwachukwu and co over to you...And this is another area both WIC and Ohaneze can stand tall.

This is a serious matter which should be addressed as a people; all Igbo organizations should get on board over this matter. Organizations are not founded for ego trips or for baby showers and funerals, they are founded for preventing semi-ethnic cleansing agendas of this nature.
 
We cannot let stand, the obvious minimizing of Igbo land and Igbo's population by the Nigerian state.

Igbo systematically ceded to Benue and used to prop up Idoma?

I have been keeping an eye on some of the developments Now I read from an article discussing the decisions taken at the GEJ national confab(see http://www.theguardianmobile.com/readNewsItem1.php?nid=29567 ) that "Apa State is to be created out of the present Benue State, in the North Central Zone. It will be made up of Agai, Bida, Bida North, Edati, Gbako, Katcha, Lapai, Lavun and Mokwa with state capital in Otukpo." .
but these were not the names of the local governmentnt given before.
Take Note: these 9 local government areas appear to be what are currently known as Agatu, Apa, Otukpa, Ohimini, Okpokwu, Ogbadigbo, Ado, Obi and Oju, in Benue state . The renaming of these local government areas of ethic Igbo, that is the ethnic Igbo people (Umuezeokoha, Umuezeoka, Oriuzor, Umuoghara, Amaekka and Amaezekwe) who are in Ado, Oju, Okpoku and Obi local government areas of Benue suggests that they are tactically ceded into the Idoma ethnic group

You can see in the Benue state map above that those names provided in the report are not current names of local government areas in Benue. So did they just simply rename Agatu, Apa, Otukpa, Ohimini, Okpokwu, Ogbadigbo, Ado, Obi and Oju to Agai, Bida, Bida North, Edati, Gbako, Katcha, Lapai, Lavun and Mokwa, or what? What's going on here and what is to become of the ethic Igbo (Umuezeokoha, Umuezeoka, Oriuzor, Umuoghara, Amaekka and Amaezekwe) people? Are these ethnic Igbo people being systematically turned into something else? Why the name change of the local government areas in the proposed Apa state? Will Apa state become part of the South East?

National Conference: The Proposed 19 New States And Their Capital

Details of the 19 new states proposed by the ongoing National Conference t be created in addition to the 36 already in existence have been identified.
This was contained in the documents obtained Saturday.
For the proposed Edu State, which will be created out of the present Niger State, it will be made up of Agagie, Bida North, Edati, Agbakoba, Katcha, Lapai, Labun and Mokwa Local Governments with its capital in Bida.
Apa State will be carved out of the present Benue State and made up of Agatu, Apa, Otukpo, Oju, Obi, Obi, Ohimini, Okpokwu and Ofbadigbo Local Government Areas with capital in Otukpo.
If Kainji State is created, it will be created from the present Kebbi and Niger states and it will be made up of Danko/Wasagu, Fakai, Zuru, Shanga, Sakaba, Nhaski, Yauri, Rijau, Mariga, Magama, Kontagora, Agwara, Borgo and Mashefu Local Governments. Its capital is proposed to be in Zuru.
For the proposed Katagun State, which is recommended to be created out of Bauchi State, it will be made up of Gamasa, Dam-an, Misau, Giade, Shira, Jama’re, Itas/Gadau, Zaki with the capital in Azare.
If Savanna State is created as recommended, it will be from the present Borno State and it will be made up of Gwoza, Chibok, Askira/Uba, Biu, Hawul, Shani, Kwaya-Kusar, Bayo and Damboa Local Governments with its capital in Biu.
Amana State is expected to be created from Adamawa State from Maiha, Mubi North, Mubi South, Hong, Michika and Madagali Local Government Areas with capital in Mubi.
The conference also recommended that Gurara State be created out of Kaduna State, with Sanga, Jama’a, Jaba, Kargako, Kaura, Zango Kataf, Kachia, Kajuru, Chikun, Lere Local Governments as constituent parts. Its capital will be Kachia.
If Ghari is created from Kano State, it will be made up of the following local governments:Bagwai, Bixhi, Dawakin Tofa, Dambatta, Gwarzo, Kabo, Kunchi, Makoda, Rimin Gado, Shanono, Tofa and Tsanyawa. Its capital has not been decided.
Also, the capital of the proposed Etiti State has not been decided, but it will consist of Orumba North, Orumba South, Agwu, Animi, Oji River, Ivo, Afikpo North/South, Okigwe, Onuimo, Ehime Mbano, Umunneochi and Isiukwuato Local Government Areas.
The proposed Aba State will have its capital in Aba town, which is part of the present Abia State. It is expected to be made up of Isiala, Isiala Ngwa South, Obingwa, Aba South, Ugwunagbo, Aba North, Ukwa West, Ukwa East and Osisioma Ngwa Local Governments.
Adada State, which is expected to be created from the present Enugu State, will have its capital in Nsukka. It will consist of Igbo-Etiti, Igbo-Eze North, Igbo-Eze South, Isibor-Uzochukwu, Nsukka, Udenu and Uzo-Uwani.
Njaba/Anim State is recommended to be created from Imo and Anambra states with the capital in Orlu. Local governments expected to be under it are Orlu, Orau, Oru East, Oru West, Ohaji/Egbema, Ogut! Njaba, Isu, Nwangele, Mkwere, Ideato Nirth, Ideato South and Ihiala.
The New Oyo State has no capital yet, but local governments that are expected to be part of it from the present Oyo State are Irepo, Olorunsogo, Oorelope, Saki East, Saki West, Atisbo, Itesiwaju, Iwajowa, Kajola, Iseyin, Afijio, Oyo East, Atiba, Ogoja Oluwa, Surulere, Ogbomosho North, Ogbomosho South and Orire.
The proposed Ijebu State from the present Ogun State will have its capital in Ijebu-Ode, and made up of such Local Government Areas like Ijebu-Ode, Ijebu-North East, Ogun Waterside, Odogbolu, Ijebu East, Shagamu, Ikenne and Remo North.
Ogoja State, which is expected to be carved out of the present Cross River State, will have its capital in Ogoja. It will be made up of Bekwarra, Bokki, Etung, Ikom, Obanliku, Obubra, Obudu, Ogoja and Yala Local Government Areas.
The expected Anioma State to be created from Delta State will also have its capital in Asaba, if the proposal scales through. Local Government areas expected to be under it are Aniocha North, Aniocha South, Ika North-East, Ika South, Ndokwa East, Ndokwa West, Oshimili North, Oshimili South and Ukwaani.

Just more begger states with nothing to justify their creation. I hope no government heeds this recommendation. True federation is what is needed, not more states. Give more powers to the states ( I have not heard of a state constitution in Nigeria) for state police, resource control and fiscal autonomy. All these crappy states-every village wanting to be a state-does not improve anything.

If all fails, create Biafra (southeast), Oduduwa (southwest), and Opobo (South-south), Idoma (north-central) nations; let the rest go north and sort themselves out there

While the focus is on state creation, we lose track of why it was recommended in the first place. Honestly, this national conference has surpassed my expectation. When it was convened I dismissed it as one of those exercise in futility but with time they participants proved me wrong.
 
Let us focus on one major breakthrough, which is parity between the north and the south in terms of states. The fact that the North Central, Southeast, South South and Southwest (in alphabetical order) plus minorities in the core north agreed that there should be parity among the six zones is unprecedented. We must agree that Nigeria as is presently constituted is a fraud perpetuated by the British for their own interest. It has nothing to do with the progress of Nigeria and Nigerians. Have we wondered why it is difficult to conduct a fair census? Before Harold Smith died he said that he wanted to clear his conscience and confessed to rigging the census in favor of the north before they handed over. I am not saying that what he said was correct or false but that he said it and has not been challenged and debunked by Nigerian authorities.
 
Those who are whipping the Igbo bogey to stir heretofore a Nigerian rallying cry are being mischief makers and are true enemies of a just, equitable and potentially progressive and formidable Nigeria. The conference agreed that the southeast (after some from the core north threatened fire and brimstone) in the name of equity must get one additional state. They went further the equity lane by saying that every zone should have equal number of states by giving each zone three additional states with the exception of the Northwest that has seven already and need two additional states.
 
As somebody in the financial area I would have been one of the people advocating for less government because of the burden of big government but the Nigerian situation is different. Even Nwanna HEN an engineer (if I am not mistaken) got it right. In Nigeria, the money is literarily shared by those who have custody of the money. That means for simplicity that Nigeria has $100 and one person calls the shot, the person gets all the $100. If on the other hand 10 people call the shot and share the $100, each person will get $10, maybe one out of that 10 will remember his/her people and that will make a difference. This simplistic view is against my economic philosophy but because of the way Nigeria is run, there is no other choice.
 
If we because the Southeast are about to be at par with the rest of the zone canvass to dump the hard won equity that will propel the country truly forward, we will all have ourselves to blame.
 
I believe that the conference recommended that the states in the respective zones can opt to merge or integrate their economies if that is in their interest. Please let us move forward and make Nigeria a truly great country by giving every individual a reason to be proud of being a Nigerian.

These were some of the same reasons advanced for going from 3 regions to 12 states, to 24,26, 28 -whatever- to the 36 we have now. If it did not work then, and we all know that evidence abound that the country has been developmentally going backwards since 1960, even as both revenue and population increase along with technological development, what makes you thing that a ballooning to 50 states will make any difference?

When the states were being increased by Gowon, IBB and Abacha, etc. many people gave the same revenue division analogy as you just did; where are we today? There is always this thinking that if you create more states out of, say Abia, the new state out of Abia (Aba state) will get the same allocation Abia is getting now; nope! The same amount Abia is getting now will just be split into two for the old and the new state. That is why nothing will ever improve.

Just the same water boiling in the pot, nothing more!

I agree with you but I am concerned with the equity.  Once there is equity in the system we then can tackle the monster called corruption. Right now the system should be seen as being fair to the people and as it is presently constituted, it is not fair to all. Some people should not bear the brunt of one Nigeria. It should be shared by all. Thanks.

Every nwafor Igbo should be in support of the creation of more states, and for umu Igbo that understand what is at stake, the first priority in the order of state creation is for a state to be created out of the the SE to bring it to par with other zones; that is the agreement!
If we were to score that first state which is what was agreed to, then by the time we come to terms with the idea of creating three more states to bring everyone to 9 no one would care if the exercise is stopped when we then realize that we do not need more states.
But first things first, the agreement is to start with an additional state for the south east and that is good for me; we seriously need the monthly allocation accruing to six states everywhere but in ala Igbo; I really don't care if just a town in Alaigbo with its subtending villages forms the nucleus of that one state!

The nine state structure for each zone based on what I know is already approved pending what will happen when it finally reaches the national assembly. If the coalition that made the resolutions possible still stay intact, then the national assembly will approve the resolutions and Nigeria will truly progress. We have to give Nigerians kudos for finally trying to right the sinking ship. Thanks Nwanna.

Every nwafor Igbo should be in support of the creation of more states, and for umu Igbo that understand what is at stake, the first priority in the order of state creation is for a state to be created out of the the SE to bring it to par with other zones; that is the agreement!
If we were to score that first state which is what was agreed to, then by the time we come to terms with the idea of creating three more states to bring everyone to 9 no one would care if the exercise is stopped when we then realize that we do not need more states.
But first things first, the agreement is to start with an additional state for the south east and that is good for me; we seriously need the monthly allocation accruing to six states everywhere but in ala Igbo; I really don't care if just a town in Alaigbo with its subtending villages forms the nucleus of that one state!
