1. First, state police needs funding. Lots of it. State Police is not like the toothless and powerless Amotekun chasing shadows in South West, unless they want to make it so, and make it become ghost chasers like Amotekun. They needs a lot funds which states cannot provide. Common workers' salaries they can pay. Only 4 states in Nigeria can fund state police conveniently, and they are: Lagos, Kano, Rivers and possibly State and the Abuja the FCT. All other states will crumble under the load of state police. And the last thing Nigeria needs is police rioting or revolting due to unpaid workers. They're not like civil servants that won't react is unpaid. The police have guns and can cause insurrection if unpaid like civil servants. That's the last Nigeria needs. Talking about add more to Nigeria's gargantuan insecurity.

2. NDA Military Training will do no good for police to combat insecurity and terrorism in Nigeria. That's why the troops are failing woefully to combat and defeat terrorism like I said they wouldn't, despite receiving trainings at NDA. I've been NDA several times in my life and I know their curriculum and kind of military training they give to soldiers in Kaduna. Some of my friends were their instructors in early 80s. A new type of force needs to be created from scratch as per my recommendation and be given they type of training that I recommended, not the type of trainings the military and the police are given in Nigeria which make the less capable of defeating terrorism. 

3.The DSS should never be under the Ministry of Internal Affairs. As a matter of fact, the DSS needs to be scrapped totally. It's an unnecessary duplication of secret agencies' operations in Nigeria, which Babangida created out of stupidity and malice, because he lacked intelligence knowledge.

I designed the most comprehensive security system for Nigeria that will enable Nigeria to defeat terrorism and it's available on demand whenever Nigeria is ready. I overhauled the whole of Nigeria’s security architecture in my recommendations. That's what Nigeria needs to combat terrorism and insecurity in Nigeria in this millennium.

I Can End Banditry in Two Months If Given Control – Zamfara Governor Cries Out


Zamfara State Governor, Dauda Lawal, has declared that he possesses actionable intelligence on the hideouts of bandits terrorising the state but is handicapped because security agencies in the state take orders only from Abuja.

In a viral video, the governor said he could end banditry in Zamfara within two months if he had direct control over the military, police, and other security operatives.

“I swear to Almighty Allah, wherever a bandit leader is in Zamfara State, I know it. If he goes out, I know. With my phone, I can show you where they are today. But we cannot do anything beyond our powers,” Lawal lamented.

The governor became emotional while recounting how security operatives failed to act during an attack in Shinkafi Local Government Area, insisting that troops refused to mobilise because they were awaiting clearance from Abuja.

“If today I have the power to give orders to the security agencies, I can assure you we will end banditry in Zamfara within two months. Most of the time I shed tears for my people because I see the problem but I cannot order the security men to act in time,” he added.

Despite the limitations, Lawal said his administration had invested heavily in security operations. According to him, 150 patrol vehicles have been distributed to the Police, Army, DSS and Civil Defence, while thousands of Community Protection Guards and 2,000 hunters recruited from Borno and Yobe states have been deployed to assist in combating bandits.

“The politicisation of insecurity is not hurting me as a person; it is destroying Zamfara. Some people do not want us to succeed. But I will not stop trying,” the governor stressed.

Zamfara has remained one of the epicentres of banditry in northern Nigeria, with communities suffering incessant attacks, mass killings, kidnappings and forced displacement. Protests have erupted in Gusau, the state capital, with residents accusing political leaders of abandoning them to their fate.

Meanwhile, President Bola Tinubu recently hinted at creating state police, alongside deploying drones and forest guards, to strengthen Nigeria’s fight against insecurity.

That has always been the problem in Nigeria. Over centralization of local issues to Abuja. It doesn't affect security alone.
Look at FERMA operating from Abuja and purporting to be maintaining roads throughout the 36 states and.Abuja. Most of their purported road repair contracts are non-existent and those that existed are not executed.
There is no need for federal roads. Let the federal government construct new big-ticket roads and hand over to states for maintenance.
Decentralisation and ubundling of most services provided from Abuja is what is needed. It will also make weaker for interfering in local issues while stronger in representing the states on national or international issues.

I almost hailed you in your first part of your post below, but you then went on to spoil it by doubting the best president that Nigeria has had since 1960 independence.

For the first time in history, since revenue projection and budget have been in place in Nigeria, Nigeria under Tinubu achieved 2025 full year revenue projection in August 2025. That is 4 months before the end of the year, thereby cutting debt that would have been incurred for funding the 2025 budget by, at least, a quarter.

If a number of steps like harmonisation of FOREX, removal of subsidies, heavy investment in infrastructures, tackling of security issues, PG financial autonomy, tax reforms etc etc had been tackled by his predecessors decades ago, Nigeria wouldn't have been in the doldrums it is in right now. Actually, Nigeria will be a beacon to the whole of Africa.

All these he's done within 2 years. What a worker? What can he make happen in 8 years?

The Nigerian Constitution says that governors are Chief Security Officers of their states. By that designation or conferment, the governor ought to be responsible for the movements, operations, and all activities of security personnel in any state. In other words, the police commissioners should be taking orders from their governors, not from the Inspector General of Police who is an inferior government functionary relative to a governor. 

If president Tinubu is serious about state police, he can start it immediately and gradually with an executive order that directs police commissioners to start taking operational orders from their governors, not from the IG. This will serve as a trial test for state police— let’s see if it leads to checking crime within a 6-month period before totally building states’ police departments.

Although I hate APC and I am not a fan of Tinubu’s, something periodically tells me to not count him out totally, that he might surprise Nigerians by becoming a successful president — this is why I don’t steadily criticize him.

Of course, he has bandits phone numbers on his phone. He communicates with them to let them know when and where to avoid Nigerian troops and where to strike next, because he gets a cut from whatever the bandits make from kidnappings. He helps them arrange ransom payments.

The only reason that state police did not appear in the constitution is not because of abuse. It's because it never occurred to the drafters of the constitution.

Does it occur to you that the president is human too and he can use the federal police to crush his political opponents at will and create insecurity in the country, state or LG. That's actually too much power in one man's hand.

The Inspector-General of Police is not inferior to the Governor. He is part of the executive branch of government at the federal level. He is responsible to the President of the Federal Republic of Nigeria and not to the State Governor.

Dummy, the main reason why federal police are not under State Governors in the constitution, is that Governors can use them to crush their political opponents at will and create insecurity in the state. Of course, you're too stupid to know that.

The Nigerian Constitution says that governors are Chief Security Officers of their states. By that designation or conferment, the governor ought to be responsible for the movements, operations, and all activities of security personnel in any state. In other words, the police commissioners should be taking orders from their governors, not from the Inspector General of Police who is an inferior government functionary relative to a governor. 

If president Tinubu is serious about state police, he can start it immediately and gradually with an executive order that directs police commissioners to start taking operational orders from their governors, not from the IG. This will serve as a trial test for state police— let’s see if it leads to checking crime within a 6-month period before totally building states’ police departments.

Although I hate APC and I am not a fan of Tinubu’s, something periodically tells me to not count him out totally, that he might surprise Nigerians by becoming a successful president — this is why I don’t steadily criticize him.

That’s a good idea, don’t you think?
My idea was for the federal govt to have a test run on four major cities like Kano, Lagos, Onitsha and Ilorin.
But these states character calling himself Nebu, seems to have a better idea.
It seems with all the police units in the states remaining intact, the federal govt can have the police commissioners get orders from the state governors as a test run, as he suggested for six months or a year.
This test run can give the insight into pros and cons, and allow the federal lawmakers to review and rewrite laws on how the states can be helped, funded and curtail their excesses.

FO.I salute your wise words.The FG cannot do all.
There are already structures like AMOTEKUN  in all states for Public Safety.The States are not begging for fund.Some are now suggesting that fG has to fund.
I have already suggested the Federal Safety  Agencies BACKING that the State Police needs with the necessary monitoring and assessment mechanism with feedback to the FG for Constitutional action if necessary.
In short we donot need NA model nor Afis experiments we have passed that moment 25 years ago.
What NA is suggestig exists in South Africa with Community Policing but the Provincial Prime Ministers want more control because they donot appoint the Commonissinoers with loyalty to  the strong Pretoria Centred weak Federal System in place.
Again,I keep saying that States are spending great amount of their Security Votes on Federal Military and Security Agencies unlike South Africa.
States are already funding the Safety Structures in place without FG support.
Like Ogbeni Tajudeen says,start and correct the imperfections as these institutions matured.

I do not see any reason why Nebu's and Oga Afis suggestions should not be tried.
It's cheap using the same tools available , but now only following the letter of the law which makes the Governor the Chief security officer.

Priorities, operational and tactical direction are taken from the incumbent governor while strategic directions may be in conjunction with the IG.

Using the problems area right now as testbeds, the idea may even work and render need for state policing irrelevant.
It's a cheaper option. Using what you have to get what you need, and if need be set the state policing slow-grinding wheel in motion of the idea fails.
