You need refills for your medication for the same reason you eat 3 or more times a day.
The food you eat is digested in the gastrointestinal system and absorbed into the blood stream and transported
into the liver and broken down to its basic elements and compounds
in the liver to provide nutrients for your body. The excess waste is excreted in your 
feces and urine.

Drugs just like food are also digested and absorbed into your blood stream through the GI system if oral
or directly if injected into the blood stream in injected. Regardless of how they are taken
they end up in the liver where they are metabolized into their
active ingredients so that the could do their jobs. The residue of the medications you take are also
excreted through feces and the urine.

As you can see from the above you can't have it both ways.
The laws of nature and by extension laws of physics do not permit that you hold on to to what you have already
eaten--considering your food provides the energy you burn every second minute or hour of every day you are alive.

As to this latest query of yours: "So there is no cure, only maintenance, correct?", if that's your conclusion of his response, then you got his message -- medicine does not deviate from the course of nature. If the natural action of eating in the morning but getting hungry at night means "only maintenance", medicines repeat that action, and there is nothing wrong in doing so because it is the course of nature mirrored by humans to prolonging life.
