My People:

There is now no doubt that there is a deliberate attempt by certain elements in the Senate (and possibly the House too) to DELAY the approval of the President Buhari's 2016 Budget by all means necessary, fair and foul - a National Assembly that ostensibly has the majority of its members being of the same political party as the President.

Yet until this Budget is passed, PMB's economic and political program would not have REALLY begun - almost one year after election.  That is completely unacceptable, for the People suffer thereby.

Therefore it may soon become necessary for the President to take his case DIRECTLY to the People in a national broadcast, and call out all the economic, political, judicial and legislative obstructionists (I hesitate/resist the temptation to use the more loaded "saboteurs") of his government, some by name, and read out a riot act against them.  His apparent reluctance not to be termed dictatorial or over-strict is being confused, I believe, with a laissez-faire and indecisive conduct of government that cannot combat the level of innate political resistance to Change that even many in his own party - not to talk about the nouveau defeated of the ancien regime - are exhibiting on a daily basis.

The budget row is far from being over. Agriculture Minister Audu Ogbeh and his team have discovered 386 “strange” projects worth N12.6billion in the ministry’s proposals. They were reportedly inserted by the National Assembly.

The projects were smuggled into the ministry’s plan after its N40.918 billion budget proposalý had been reduced to N31.618billion.

There were strong indications last night that the Minister of Budget and National Planning, Sen. Udoma Udo Udoma might brief President Muhammadu Buhari today.

It was also learnt yesterday that Secretary to the Government of the Federation Babachir David Lawal may today meet with ministers  over the impasse.

Ogbeh and his team were shocked by the mutilation of the ministry’s budget, a source said.

There were fears that the insertion of the strange projects might affect Buhari’s plans to diversify the economy.

About three projects unconnected with the agriculture sector have been included in the ministry’s projects.

These border on erosion control in Federal University, Kashere, Kwadon and Garin Alhaji at N200 million, N100 million and N45 million.

A top source said: ‘’In the Agric sector,  386 projects were inserted, which totalled about N12.6 billion.

‘“While N5.3 billion of the main ministry’s budget is taken away, about N7.2 billion is infused into almost 40 agencies and parastatals of the agric ministry.”

Other smuggled projects are provision of 58 boreholes for 29 rural communities and an additional 50 for 50 rural communities in the sum of N175 million and N150.4 million. “Curiously, the communities are not named”, the source said, adding:

“Similarly, of the N90 million allocated to the Cocoa Research Institute in Ibadan, various sums are allotted the following ýof the seven sub-heads: provision of rubber seeds and seedling in Igbotako, Okitipupa, (N5m), training and empowerment of youths in poultry farming in Oluyole, Ibadan(N20m) and provision of cassava processing plant in Etsako East Local Government Area of Edo State(N10m)

“Of the four sub-heads under the Rubber Research Institute, Benin, two areas are equally outside the focus of rubber. These are training and empowerment of youth and women in fish farming in Ndokwa, Delta State as well as fabrication and installation of cassava processing machines in Owan West Local Government Area of Edo State at N10m and N20m.

“ Also, N1 billion was allocated to two projects in Kwara South Senatorial District, including the construction of rural roads for N700 million as well as empowerment of women and youths in agricultural products for N300 million.”

A member of the House of Representatives Appropriation Committee said the 386 projects were injected without the knowledge of the committee’s ,members.

‘’We are happy that ýthe Speaker hinted that the issue of the budget will be revisited this week. But what some of us want is the understanding of Nigerians on this matter.

‘’The issue of this controversial budget has to be carefully done this time around because some persons who think they were smarter had already led the entire parliament into collisioný with the executive and indeed Nigerians.

‘’They have done this by inserting projects without the knowledge of others either in the appropriation or relevant sectoral committees and presenting same as the collective decision of the house or the entire parliament.

‘’To the best of my knowledge, as a member of both the appropriation and agriculture committees in the House of Representatives, I did know that we reduced the ministry’s N40.9 billion proposal by about N9.3 billion.

‘’But the surprise here is that while a decision was not taken where to infuse the reduced sum, some of us were surprised to see that so many projects were passed on to the President for assent, which he declined.

‘’The implication is that if the President did not insist on details, most National Assembly members would not have had the opportunity to know what went behind them.”

There were strong indications yesterday that the Minister of Budget and National Planning might brief President Buhari today.

A top source said: “I know that Udoma will meet with the President today as part of a debriefing session on the 2016 budget.

“Also, the Secretary to the Government of the Federation,  may meet with ministers on Monday over the impasse.

“All these consultations will guide the President on what he should do. The options are to return the budget to the National Assembly for a review of the details with a new timeline; withholding of assent; and to sign the budget into law with a Supplementary Budget later to fill in the gaps.”

It must be GEJ's fault. I am sure it is him. Dr. Aluko, there is no problem with APC members in the House, they are all agents of change and corrupt free, the ministers are saints too. It was uncle Jona who came in the middle of the night and stole the budget and eventually re-wrote it and sneak it back. It was Jona that padded the budget with strange figures. Now you are calling these good, beautiful change agents - saboteurs. That is not fair. These were the knights that took out the corrupt and clueless.
 
No, it can not be true that you are calling them saboteurs. I know you must have misspoken.  You should understand that our president moves fast. He is  speedy Gonzales, it took him a little more than six months only to have the cabinet, so what is one year for a mere budget. Where is the DELAY? Is the budget not for 2016? Are we still not in the 4th month of 2016? Why are you complaining? If worst comes to become, Lair Mohammed is there to tell us whose fault. And we know the answer.  
 
I support you in suggesting that Mr. President should read riot act. But it should be to Jona, Okonjo and Mama Peace and not the saints (ministers) or the knights in the house for they did not pad the budget nor add stuff after the president have submitted it for approval. Prof, you got this one wrong the economic and political program of Buhari does not depend on budget, it is body language Sir.

Comment: First, I don't get this budget wahala, first it was voodoo budget, then president refused to sign, and now this. Huh!

Anyway, here is the real gist: I pray that above is true, because APC members in NASS would be demonstrating their independence in a REPRESENTATIVE DEMOCRACY as they perform their duties for their constituencies, and NOT be duty bound to the "special interests" of the Party (APC) or that of Prophet Buhari, President NoCertificate. 

To be abundantly clear, I am saying that APC members of NASS are exercising their LEGISLATIVE POWERS to build the country not support policies of ignorance. The country comes first, not APC.

Based on the above, the president's BUDGET is only a "budget", NASS "decides" SPENDING, and the president refused to sign APPROPRIATION BILL passed by NASS. Did Prophet Buhari think about Nigerians suffering when he refused to sign the Bill passed by the people's REPRESENTATIVES? Hell no! 

Buhari was preoccupied with the estacodes he would collect from going to China. My point, NASS deserves to BLOCK any economic plan Buhari proposes and develop their own and make Buhari sign NASS passed appropriation bill. Again, put another way, NASS can say SAI BUHARI's budget is dead on arrival and that would be legitimate under law. 

My prayer, not only should NASS block Buhari DEBT plan on Nigerians, NASS should IMPEACH Buhari to ADJUST his Conduct in office, and that of future presidents to come. Impeach the debtor now, today, I pray in Jesus Name, Amen!

Stop it. Buhari told us he refused to approve the budget. Many of us got confused because we thought he was refusing to approve his own budget. He talked of budget Mafia within his own trusted advisers. Instead of rolling heads, he moved the folks he no longer trusted to other departments of his administration. That he is paranoid does mean that there are no folks within his administration actually looting. Now you are telling us that the NA are delaying the approval of Buhari's budget. 

Tell us. Was it the Senate's budget that Buhari refused to sign or was it Buhari's budget that Buhari refused to sign. Whose budget is the senate delaying?

I merely respond by asking you to read this report below thoroughly, to know that President Buhari's budget is being distorted, both by bureaucrats that he has un-wisely retained within the Administration - the first "distorters" and introducers of "civil service pork" - and then now by Legislators who have now entered in "constituency pork."  What the People are being served is an indigestible, un-kosher budgetary diet of double-barreled pork.

The interest of the People should be paramount, not petty politics.  PMB must resist it, and become more resolute.

Budget impasse: Government may shut down in June

For the first time, governance may shut down unless either President Muhammadu Buhari or the National Assembly blinks early enough over the 2016 budget.

Sources in the polity had noted that this would be the first time such a development would happen, as the Constitution only gives the executive power to spend 50 per cent of the previous year’s budget for six months in the absence of a new budget.

A Presidency source, however, insisted that President Buhari would not assent the budget as passed.

Though the House of Representatives had made its intention known to review the budget if it received complaints from the executive, the Senate said last week, that it was only awaiting a supplementary budget in case the executive had objections to the passed budget.

That could be a source of potential government shutdown, as the government cannot spend any money legally after June.

A source close to the Presidential Villa said: “Buhari will not sign that Appropriation Bill into law and he has already made his intention known to the assemblymen.

“He has been consulting widely with both legal and political associates on how to deal with the situation. A former leader even met with him shortly before he left for China.

“The president has so far relied on the constitutional provision, which allows him to spend up to 50 per cent of the previous year’s budget, but that could snap if the crisis is not resolved by end of June.

“And if the worst should happen and the National Assembly refuses to rework the budget proposal, the government will rather shut down than for him to allow the old forces of retrogression to have their way and humiliate him.”

Sources in the executive said the flagship projects by which Buhari intended to convince Nigerians that his administration meant well, were removed or distorted.

A contentious one remains the new standard gauge rail lines between Lagos and Calabar. It was expunged by the National Assembly on the argument that it was not in the final corrected copy submitted by The Presidency but sent later to the budget committee by Transportation Minister Chibuike Amaechi .

It was learnt that at the emergency Federal Executive Council (FEC) meeting held to review the budget as passed by the National Assembly, there was a consensus to reject the document and return it to the lawmakers.

Sources in the executive also said the decision to resist the legislature on the budget was taken, pursuant to the advice given by the legal minds within the administration who were of the view that the legislature did not have the right to increase budgetary votes.

They also claimed that the legislature could, however, reduce proposals if they believed that there was price inflation or if the projects were frivolous.

A source said: “But how can they inject new projects or raise the figures? Do they have the capacity to commission consultants to design projects? And if projects have not been designed by the executive, how can they vote money for it?

“Actually, President Buhari feels that there are some elements within and outside the National Assembly determined to distort his lofty intentions to emancipate Nigerians.”

Was it not the finance minister who first DISTORTED and padded the budget with unforgivable hype? She even copied verbatim president Jonathan's budget figures and inflated the figures by 3. The same law makers who are now being accused of distortion discovered the distortion by the president's inner circle. What is really going on here? Why is the finance minister still on the seat?

Methinks there is more than meets the eye here.

For instance, the National Assembly can't re create the budget. The responsibility of presentation of what and what we need to do in the country is that of the executive. The legislative arm is responsible and charged to see that those things are right, to see that they are implementable, to see that they are implemented.

Everybody has his own area. If you ask me Buhari noticing those importations, to me Nigerians must applaud Buhari for noticing it and bringing it to the public as opposed to the situation we used to find.

So, it would appear that the same shenanigans occurred under Jonathan only that Jonathan was probably inattentive and did not see it, or saw it but had no political will to challenge it.

Nigeria is on the march. Those used to business as usual will have to readjust. Simple. But the country is now going to work for everybody, not just a select privileged few.

2016 budget.Sources in the polity
had noted that this would be the first time such a
development would happen, as the Constitution only gives the
executive power to spend 50 per cent of the previous
year’s budget for six months in the absence of a new
budget.A Presidency source,
however, insisted that President Buhari would not assent the
budget as passed.Though the House of
Representatives had made its intention known to review the
budget if it received complaints from the executive, the
Senate said last week, that it was only awaiting a
supplementary budget in case the executive had objections to
the passed budget.That could be a source
of potential government shutdown, as the government cannot
spend any money legally after June.A source close to the
Presidential Villa said: “Buhari will not sign that
Appropriation Bill into law and he has already made his
intention known to the assemblymen.“He has been
consulting widely with both legal and political associates
on how to deal with the situation. A former leader even met
with him shortly before he left for China.“The president has so
far relied on the constitutional provision, which allows him
to spend up to 50 per cent of the previous year’s budget,
but that could snap if the crisis is not resolved by end of
June.“And if the worst
should happen and the National Assembly refuses to rework
the budget proposal, the government will rather shut down
than for him to allow the old forces of retrogression to
have their way and humiliate him.”Sources in the executive
said the flagship projects by which Buhari intended to
convince Nigerians that his administration meant well, were
removed or distorted.A contentious one
remains the new standard gauge rail lines between Lagos and
Calabar. It was expunged by the National Assembly on the
argument that it was not in the final corrected copy
submitted by The Presidency but sent later to the budget
committee by Transportation Minister Chibuike Amaechi

learnt that at the emergency Federal Executive Council (FEC)
meeting held to review the budget as passed by the National
Assembly, there was a consensus to reject the document and
return it to the lawmakers.Sources in the executive
also said the decision to resist the legislature on the
budget was taken, pursuant to the advice given by the legal
minds within the administration who were of the view that
the legislature did not have the right to increase budgetary
votes.They also claimed that
the legislature could, however, reduce proposals if they
believed that there was price inflation or if the projects

how can they inject new projects or raise the figures? Do
they have the capacity to commission consultants to design
projects? And if projects have not been designed by the

budget row is far from being over. Agriculture Minister Audu
Ogbeh and his team have discovered 386 “strange”
projects worth N12.6billion in the ministry’s proposals.

Sans proper definition, a problem cannot be solved. All these 'resist,...be resolute' bla bla bla are addressing the symptoms emanating from a more fundamental problem.

Mr President lacks the skills to hire the right people ( even using 6 months to try and address this deficiency did not help); and when he per chance or by someone else's recommendation hires the right person he does NOT trust them. To compound the problem Mr president lacks the intellectual acumen to see the forest for the trees. 

I am not sure there are any simple solutions to the quagmire we have found ourselves. It is highly unlikely, though not impossible, that Mr president will suddenly begin to seek out qualified folks and/or trust people he has not known for ages. Any doubts I had in that area were fully dispelled when the picture where Mr President and his VP/ budget ministers (both lawyers) were shown 'scrutinising' the budget for discrepancies!

Sans a road-to-Damascus-type miracle that fundamentally changes Mr President's nature, I suggest you fasten your seat belt and pray we get safely to 2019--at which point Nigerians will seek the change they really need.

I merely respond by asking you to read this report below thoroughly, to know that President Buhari's budget is being distorted, both by bureaucrats that he has un-wisely retained within the Administration - the first "distorters" and introducers of "civil service pork" - and then now by Legislators who have now entered in "constituency pork."  What the People are being served is an indigestible, un-kosher budgetary diet of double-barreled pork.

The interest of the People should be paramount, not petty politics.  PMB must resist it, and become more resolute.

I don't have to read anything to know that Buhari is not in control of anything. APC allies of Buhari are the ones throwing roadblocks. All the northern states are APC. Most of western states are APC. Don't tell me that it is PDP folks who are messing with APC/Buhari budget. If Buhari cannot have a budget passed, Buhari and APC are to blame.

Afis Odidere and Co, let no man deceives us, the idea of injecting phantom constituencies project into the budget did not start toady and if properly overused you will discovered that the projects were are domiciled in constituencies from the North central to the North East
These northern elements are so use to their "having the larger chunk or nothing" mentality that they will never allowed the budget to go without it
Moreso, we know that much pressure will be brought to bear to have the lopsided budget passed in due course, as soon as the " Ego" play between the Northerner led National Assembly and the FULANI led executive is resolved for them by their Emirs and sheiks 
The shame here is the naiveties in display by our own representatives who seems not to know what they were sent to accomplish in Abuja
