Common sense prevails. (Ir)regardless of what caterwaulers like Prof Aluko may say , there is some measure of satisfaction that can be derived from knowledge that there are some reasonable folks in the presidency who listen to sound ideas and can change their principal's views. If the constitution forces you to have 36 man cabinet then by jove split the work available among them

All ministers will get portfolio – Presidency
President Muhammadu Buhari

President Muhammadu Buhari will assign portfolios to all his 36 ministers, the Presidency told Daily Trust yesterday.
The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, stated this in a telephone interview with our correspondent yesterday.
The president had reportedly said Friday that not all the 36 nominees would be ministers as some of them would only sit in the cabinet in order to meet the constitutional provision which stipulates that each state of the federation must have a representative in the cabinet.
Buhari was reported to have disclosed this during an interview he granted the Nigerian Television Authority (NTA) and Channels Television shortly before he left New Delhi where he participated in the third summit of the India-Africa Forum.
But the presidential aide stated that all the 36 ministerial nominees that had been screened by the Senate would be assigned portfolios. 
Shehu clarified that what President Buhari meant was that not all the ministers would have full control of the ministries.
He said the president would retain the structure in which there are substantive ministers and ministers of state.
According to the presidential aide, it is not possible to have a more ministries than   the number of ministers.
Shehu said: “You know we have a structure of government in place in this country whereby there are substantive ministers and ministers of state.
“What the president meant (in the interview granted) was that not all the ministers in his cabinet will have the full control of the ministries. You know it is not possible to have the number of ministries more than the number of ministers. Even former President Goodluck Jonathan had 28 ministries and 42 ministers.
“So, what the president meant was that some of his cabinet members would be ministers of state.”
Asked whether this implies that all Buhari’s ministers will have portfolios, Shehu answered in the affirmative, saying: “Yes, that is what it means. But not all of them (the ministers) will have the full command of the ministries”.
Meanwhile, the president was  reported to have disclosed in the interview that the country would be lucky if his administration is able to have half the number of the 42 ministers that operated under the last administration.
“There was no reduction of ministers to 36. What the constitution says, and we cannot work outside the constitution, is that there must be a cabinet representative from each state. Yes, there used to be 42 ministers, I think we will be lucky if we can have half of that now because we cannot afford it. Others may not be substantive ministers, but they will sit in the cabinet because that is what the constitution says and we cannot operate outside the constitution,” Buhari was reported to have said.
A source in the presidency told Daily Trust last week that the president may assign portfolios and swear in his ministers on Wednesday.
But the Special Adviser to the President on Media and Publicity, Mr Femi Adesina, said the president could communicate when to inaugurate his cabinet.

The idea of Ministers without portfolio is a
carry over from the period of Westminster
type parliamentary democracy days.

Even then what this actually meant that some
junior ministers were not assigned specific portfolios
but considered as Ministers at large who are tasked
to accomplish of various duties by the Prime minister
as he deemed fit during his tenure.

The idea is accommodated in our current Presidential
system by the appointment of Ministers of State
-who are junior ministers assigned to supervise  less demanding
and less critical departments within a given ministry.

I doubt if PMB's initial idea was to have some Ministers without
portfolio sitting at home twiddling their thumbs and getting paid
for doing nothing.

Why not reduce all these Special, Senior Special advisers etc and doubles these ministers as special advisers?. What is wrong with that?.

Great idea--considering that those positions fulfill
only one major function. This is how the party supporters
and the sons and daughters of party cronies get rewarded.

Buhari probably has no choice but to prune the numbers of
SSAs etc. to a more reasonable number. These are lean times
in which there are insufficient funds to fund essential programs
not to mention paying staff who have nothing to add to the work of government.

You seem to conflate the minister of state with minister without portfolio under the parliamentary system. The minister of state is the junior minister in a particular ministry with SPECIFIC duties reporting to the substantive minister of that ministry. The minister without portfolio on the other hand reports to the prime minister and has NO SPECIFIC responsibility. Since the PM is actually a primus inter pares in the cabinet he sometimes uses the appointment of MWOP to load the cabinet with those who support his views. 

If you want to know what PMB's initial thoughts were then watch the interview. He as usual was forthright   They would only attend cabinet meetings in order to fulfill constitutional requirements of having 36 ministers. 

Anyway let's all be grateful PMB has changed his mind and each minister--whether substantive or minister of state-- will have specific jobs assigned to them

Prof Aluko's 5 year term is due to end soon. He is entitled to a second term--- but as his INEC attempt may have proven to him this 'okoro Onigba ' hustling method may not be the best approach---but I have been known to be wrong. 

I was in the second set that resumed at the then Federal Poly Akure. I know the challenges of start up higher institutions in Nigeria first hand. Having visited Uniotuke after about 4 years under Prof Aluko as VC,  I would highly recommend that he be granted a second term. I was quite impressed. Prof Aluko has his issues like the rest of us but on Uniotueke he seems to have a clear vision of what legacy he wants to leave behind as its first VC and he is smart and hardworking. To be honest I would take Prof Aluko in the cabinet in preference to more than 30 of the 36 appointees!

Anyway if for any reason Prof Aluko is not given a second term at Uniotuke then Prof Abba Gumel would be ideal. Can you imagine the possibilities? Abba as GEJ next door neighbor? In the city of 5 people and 5 crocodiles!

This Joe Attueyi sef, he's turning himself into the Igbo version of Yeye Dey Smell.
He just go round the block looking for anything, anything at all that looks like a dent, it doesn't have to be a dent, just a perceived one against Buhari, or against anyone who is a supporter of Buhari.
In his latest show of buffoonery below, this fake pastor uses the words "gone nuclear" out of place, like most of his kind, I really don't think he understands what the term means.
To showcase how the VC in Joe's words had "gone nuclear" probably "for or on" Buhari, Joe quotes where the "nuclear" is atrociously, in his words, demonstrated. 
Joe Attueyi quotes the VC thus: "'... more often, in countries with purely presidential systems of government, such as the United States, the position (or an equivalent position) of minister without portfolio is uncommon..........'

I for one, don't see any "ballistic" offshoots in the above, in a mere explanation.
Since when is an explanation of a practiced system amounts to "gone nuclear". 
Any observer of the Elites debating on cyber knows that the VC's arsenals if he decided to "go nuclear" hold far more than what Joe is getting excited about. 
Mere explanation of types of ministers shouldn't elicit fake excitements unless one is used to faking Hallelujah for natting!
Maybe Joe is just used to faking "Holy Ghost" sightings, with a carryover line breaching into the cyberworld. 

When Joe Attueyi can't dispute facts or the Truth, he hides behind his not-funny igbo jokes, which he usually chokes on, and which in his mind is to diffuse or water-down effects of the counterpunch.
What Joe Attueyi should do, in my humble view, is to either address those facts presented by the VC, support those facts or shut the hell up........and let the lesser grade of audience learn from the VC's pot of knowledge.

One thing very eerie about these cyber layabouts is that, they make up a lie, keep recycling the lie, then one day you will be accused of actually telling them about the lie they manufactured in the first place.

I haven't come across any of the VC's writings that tells us he is interested in Jega's post.
So you have to ask why is Joe Attueyi carrying around this lie?
In a few week, Joe Attueyi will lead his Igbo never-wish-am-well Group to tell us how the VC failed to clinch INEC post, a post Joe seems to have fabricated, and to be publicizing without the consent of Dr Aluko.

I really don't believe in Pastor Attueyi's fake praise showers on the VC.
I don't think he really means it. 
I had rather believed his fake "Holy Ghost" sightings and hallelujah excitements thereof than to believe his "Indian gifts" of half minded praises to the VC.

That's my opinion and no one else's.

You lost all respect when you indicated that Abba has credentials to be a VC. Perhaps that was your joke, though not funny!

Do you think it is "only" a certificate (piece of paper) that determines qualifications? If so, am not surprise with respect to the third world education you acquired in Nigeria. 

VC Aluko along with his "certificate" has literally served Nigerians in the Diaspora, I know because I served after his Board at NIDOA. I know that VC Aluko has served numerous organizations and held multiple officers positions as I have similarly done in the diaspora, such as myself serving as president of my village association. 

Now, Joe Attueyi, please name one, just one, and I have asked Abba this millions times as he is unable, maybe you can help him out. Joe Attueyi name one association that Abba has served in or was merely a member in the Diaspora including when he was in Malaysia. I know he cannot have such privilege in the USA, because he is JJC, for real (being in the USA less than 12 months).

Also, I mean no disrespect, I cannot see you even close to FFK, that was too much of a comparison to handled. Anyway, to each his own. Abba is a nobody like the ordinary dude at Ajegunle, period!

Abba is in the USA now, if he is as good as he says private sector would be recruiting him from the desert where he currently resides.  na America, naw bi Nigeria, Abba dey o! Land of opportunities/God's own country.
