Amnesty International says an on-the-ground investigation has confirmed that the Nigeria army shot many unarmed people during last month’s planned pro-Biafran commemoration events in Onitsha, Anambra state. According to the human rights watchdog, evidence gathered from eyewitnesses, morgues and hospitals confirmed that between 29-30 May 2016, the Nigerian military opened fire on members of the Indigenous people of Biafra (IPOB), supporters and bystanders at three locations in the town.

It happened in quick successions. The day was December 17, 2015. News had just come over the radio of a court ruling in favour of the release of Nnamdi Kanu, the detained leader of the Indigenous People of Biafra (IPOB).

Jubilant crowds poured out into the streets of Onitsha, the commercial capital of Anambra State. A group of soldiers stationed at the Head Bridge Market opened fire on one of the crowds.

By the time the smoke cleared, three people laid dead with over a dozen sprawled on the ground with gunshot wounds. The soldiers fled the scene but not without taking with them the three corpses.

Later in the afternoon, five more bodies were discovered meters away from the scene bringing to eight the number of people killed on the spot. Of wounded victims taken to hospitals, four later died, bringing to 12 the total number of victims who perished in the fatal shooting.

Three of the dead men were identified as Michael Nweke, 37; Peter Chukwuma Nwankwo, 26; and Mathew Ndukwe Kanu, 25. PREMIUM TIMES gathered that until his death in the hands of soldiers, Michael Nweke was a private security guard employed by the Catholic Reverend Sisters’ Convent at Nkpor in Idemili North local government area of Anambra State. He was a native of Aguekka Village in Ekka Community of Ezza North LGA of Ebonyi State.

Peter Chukwuma Nwankwo, an Onitsha-based trader, was a resident of Ezenwankwo Street in Ugwuagba Layout, Obosi. He hailed from Amaokpo in Nssakra Omege Community of Ezza South LGA of Ebonyi State. The third victim Mathew Ndukwe Kanu was an artisan in Onitsha and a resident of Obosi. He was a native of Ndiodo Community in Akanu-Ohafia LGA of Abia State.

Anxious family members went from police stations to mortuaries in search of missing or dead relatives. The search continued into the New Year. Leaving no stone unturned, the search party that included members of IPOB and a human rights organization, Intersociety for Civil Liberties & Rule of Law, hired divers to search the River Niger fearing the corpses might have been dumped in there.

On February 15, 2016, two months after the killings, 31-year old Sunday Nweke, younger brother to Michael Nweke, received a phone call directing him to hurry to the Onitsha General Hospital with a photograph of his late brother. There he met some IPOB members who led him to a mortuary attendant. Sunday identified the body of his late brother. The attendant, whose identity was not revealed, disclosed that some soldiers of the Onitsha Army Barracks, accompanied by some police personnel from the Onitsha Central Police Station, deposited the bodies on December 21, 2015. The attendant claimed he and his colleagues were warned not to say anything or release the corpses to anyone.

Similarly, Frank Chijioke Nwankwo and Grace Onyinyechi Kanu, relations of Peter Chukwuma Nwankwo and Mathew Ndukwe Kanu respectively, received phone calls to come over to the Onitsha General Hospital. They too were able to identify the bodies of their brothers killed two months before.

Traders at the Onitsha HeadBridge Market told PREMIUM TIMES that the ill-fated crowd shot by the soldiers were neither armed nor protesting. Azu Okwuashi, a trader at the market, said there was nothing provocative about the activities of the crowd.

“They were mostly young men who ran out into the street to jubilate when they heard a court had ruled in favour of the release of Nnamdi Kanu. They were not protesting. Why would they protest what for them was a good news?” Mr. Okwuashi said.

Nnamdi Kanu, director of London-based Radio Biafra and leader of separatist Biafran organization, IPOB, was arrested in October 2015 by the State Security Service. The news of his arrest generated mass protests across parts of Enugu State, Delta, Imo, Abia, Cross River, Anambra, Akwa Ibom and Rivers State.

Despite meeting bail conditions, Mr. Kanu is still held, a situation that has continued to agitate his supporters within and outside the IPOB.

Prior to the Onitsha killings, PREMIUM TIMES had on December 2, 2015 reported the Inspector General of Police ordering his anti-riot force to ‘maximally’ restrain pro-Biafran protesters.

Earlier, on November 16, 2015 the General Officer Commanding 3 Division of the Nigerian Army, Major General Hassan Umaru, at a press conference in Maxwell Kobe Cantonment, Rukuba, Plateau State, warned “all those threatening and agitating for the dismemberment of the country that we shall apply the ROE (Rule of Engagement) to the fullest”.

From Onitsha to Aba, Enugu to Umuahia, activists say, ‘maximum force’ has been the operational code for the unprecedented police and military brutality that has led to the extrajudicial killings of an unknown number defenceless civilians across the zone.

Human Rights organisations like the Civil Liberties Organisation (CLO), the Intersociety for Civil Liberties & Rule of Law, Amnesty International, Center for Human Rights & Peace Advocacy (CHRPA), and Forum for Justice have for years been documenting cases of extra-judicial killings in the South East, including what has been termed the murderous excesses of the special police unit called the Special Anti-Robbery Squad (SARS), stationed in Awkuzu, Anambra State.

Between August 2015 and February 2016, about 170 “unarmed citizens” were shot dead or critically injured while about 400 others were arrested, charged or detained without trial. The right groups allege “torture, inhuman and degrading treatments in the hands of personnel of the Nigeria Police Force (NPF)”.

There are scores of reported cases of disappearances, abductions and pretrial killings of suspected members of IPOB or MASSOB (Movement for the Actualization of Sovereign State of Biafra).

Statistics made available to PREMIUM TIMES by the rights groups show for example that four people were killed in Awka and Onitsha on August 30, 2015; 13 killed in Onitsha on December 2, 2015; 12 killed in Onitsha on 17th December 17, 2015; eight killed in Aba on January 18, 2016; six killed in Aba on January 29, 2016 and 22 killed in Aba on February 9, 2016.

Among the four citizens killed in Onitsha and Awka on August 30, 2015 were Ebuka Nnolum, a native of Enuguabo-Ufuma in Anambra State; and Obasi Maduka of Oshiri in Ebonyi State. Of the 13 citizens killed in Onitsha on December 2, 2015 were Anthonia Nkiruka Ikeanyionwu (Anambra State), Kenneth Ogadinma (Abia State), Chima Onoh (Enugu State), Angus Chikwado (Anambra State) and Felicia Egwuatu (Anambra State).

And of the four citizens who later died in hospital after being shot by soldiers on December 17, 2015 for jubilating Nnamdi Kanu’s court victory, only one had his identity revealed as Okwu Friday. The identities of the three others were not made public as requested by their respective families.

Emeka Umeagbalasi, Head of Intersociety for Civil Liberties & Rule of Law told PREMIUM TIMES that human rights groups were not always able to detect and capture every case of extra-judicial killings or torture by policemen or soldiers in the South East.

“Some of the victims’ families are too afraid to come forward to report to us even when they know the identities of the policemen or soldiers that took their sons away,” Mr. Umeagbalasi said.

Massacre in school compound

What nobody was afraid to talk about was the mass killings by soldiers and policemen on February 9, 2016 of 22 IPOB members during a prayer session in a school compound in Aba, Abia State.

Human rights activists have called it an execution.

Emma Nmezu, IPOB spokesman, said to avoid unprovoked attacks of the type witnessed on December 2015 at the Onitsha Head Bridge, members of IPOB were advised to keep their activities off the road. Following this advice, over 100 IPOB supporters had on the fateful day assembled for a prayer meeting at the National High School, along Port Harcourt Road, Aba.

Survivors said that about 30 minutes later, at noon, the group was singing when a detachment of soldiers, policemen and naval personnel from a joint task force stormed the school compound and without much altercation began to shoot into the crowd.

Twenty-two people were shot dead on the spot. Over 30 others were left with various degrees of gunshot wounds. Among the 22 victims of the massacre were Uche Friday (30), from Asa in Abia State); Emeka Ekpemandu (35), from Owerre Nkwoji in Imo State; Chiavoghi Chibuikem, from Obingwa in Abia State; Nzubechi Onwumere (from Orlu in Imo State); Peter Chinemerem Ukasoanya (27), from Isialangwa North in Abia State; Chigozie Cyril Nwoye (23), from Umuna in Ezeagu, Enugu State; Chukwudi Onyekwere (26), from Aboh Mbaise in Imo State; and Chibuzor Maduagwu (28), from Amauzari in Mbano, Imo State.

Survivors’ accounts also had it that 12 of the 22 dead bodies were taken away by the soldiers who came in Hilux vans. The killer soldiers were said to have come from the 144 Battalion of the Nigerian Army, located at Asa in Ukwa West Local Government Area of Abia. At the time of the massacre, the 144 Battalion was commanded by Lt Col Kasim Umar Sidi.

The soldiers were joined by men of the Abia State Police Command as well as naval ratings from the Finance & Logistics Command of the Nigerian Navy, stationed in Owerre-Nta, Abia State. The Abia State Police Command was headed by Commissioner of Police Habila Hosea of service. The Area Commander was an Assistant Commissioner of Police, Peter Nwagbara.

The two officials declined to comment for this story. While Mr. Hosea did not answer or return calls, Mr. Nwagbara insisted all questions on the matter should be directed to the public relations officer of the command.

The Abia State Police Command publicly admitted to shooting and killing two IPOB members “for disturbing students of the National High School in Aba”.

Among the survivors of that shooting incident were Ikechukwu Ugwuoha, Amos Ezekiel, Okechukwu Nnebedum Nkume, Abia State Zonal Coordinator, Donatus Okeke and Joseph Okolie who had come for the IPOB meeting from Port Harcourt. They were arrested by the police, arraigned for “treasonable felony” along 15 other IPOB members and are currently remanded in Aba Prisons.

Bodies found in borrow pits

Four days after the killings at National High School, scavengers on February 13, 2016 raised the alarm upon finding 13 dead bodies in a borrow pit located along Aba Port Harcourt Road.

The borrow pit was months earlier converted to a refuse dump by the government of Abia State. IPOB claimed the bodies in the pit included those of its members arrested and taken away by soldiers who stormed the prayer meeting in the school premises. The dead men were obvious victims of extra-judicial killings.

Photographs seen by PREMIUM TIMES revealed that the men were lying face down with pieces of clothes tied over their eyes. The bodies were dumped in a group of eight, three and two respectively.

Eight of the dead men had their hands tied behind their backs with Biafra flags said to have been among personal items taken away by the soldiers after the school compound shooting days earlier. An amateur photograph earlier taken with a mobile phone captures some soldiers and other unidentified persons dumping fresh corpses from a van into a mass grave. The 144 Battalion military barracks is about 10 kilometers away from the Borrow Pit.

Concerned members of IPOB and the human rights organization, Intersociety for Civil Liberties & Rule of Law, were among the first people to visit the borrow pit on Sunday, February 14, 2016. As words spread, representatives of Amnesty International came to the site on Thursday, February 18, 2016.

Three more corpses were discovered in another borrow pit behind a mosque located between the Timber Market and the Arewa Onions Market, near Uratta Junction, along Aba-Port Harcourt Road. The three corpses were covered with leaves after being doused with chemical substances suspected to be acid and embalmment fluid. The choice of chemicals was probably to shrink the corpses to the bones, make victims’ identification difficult while keeping the bodies odourless.

Amnesty research group, led by Justine Ijeomah, was reported to have said they were “investigating the strong allegations of excessive application of force by the Nigerian security forces against peaceful and nonviolent IPOB protesters during their protests in Anambra, Enugu and Abia States”.

The Amnesty team had on that Thursday, February 18, when they first visited the burrow pit, taken photograph and video evidences. However when the team returned on Wednesday, March 2, they were shocked to find that the 13 corpses had been set on fire and were smouldering. Obviously, someone was determined to destroy the evidence. Amnesty International has video recordings of the burning skulls and skeletons.

Petitions to UN Rights Commission

Following the discovery of burning corpses, human rights groups working in South East Nigeria have petitioned the National Security Adviser, Chief Justice of Nigeria, the United Nations High Commission for Human Rights, United Nations Chief Repertoire on Extra Judicial Killings, the European Union, among others.

Following expressions of concern by international bodies of extra-judicial activities against indigenous groups in the South East, the Nigerian Army announced on February 21 that it had dispatched an investigative team to Aba to ascertain claims of massacre of 22 IPOB members. The announcement was made by the Provost Marshal, Nigerian Army, Brig-Gen. Ayuba Tedman Hamman, during the commissioning of the newly established Human Rights Desk, Department of Civil-Military Affairs, Army Headquarters, Abuja.

“I want to say that since COAS (Chief of Army Staff) was appointed I have been inundated with complaints of human rights reports,” Mr. Hamman said. “I think there is a lot of gap, and that’s why this desk was established…

“We have sent an investigative team to ascertain the issue in Abia State about the complaint that our men shot some people involved in peaceful protests. I have confidence in our team and I know this was a joint operation but since we are part of it, we still need to verify. We investigate and at the end of the day prosecute the culprits.”

Over three months after, the outcome of the military investigation is yet to be made public. Human rights observers say the military investigation was dead on arrival given that three days before Mr. Hamman’s public assurances, the Nigerian Army had announced it had temporarily relocated the tactical headquarters of its 14 Brigade headquarters from Ohafia to Aba in an effort to curb the activities of IPOB and MASSOB.

The Commanding Officer, 14 Brigade Ohafia, Brigadier General Lawrence Fejoku, told newsmen he was in Aba to put in check the menace of pro-Biafra agitators and other violent crimes.

Mr. Fejoku also used that opportunity to deny that the military shot and killed 22 unarmed pro-Biafran supporters during a prayer session in Aba.

The killing continues

The Nigerian Army and the police on May 30 admitted killing no fewer than five persons when members of IPOB and MASSOB trooped out across the South-East states in marches to commemorate the 49th anniversary of the declaration of the defunct Biafra Republic by late warlord, Odumegwu Ojukwu.

Activists said the crowds were unarmed and that many more people were killed than the security agencies are ready to admit.

But the army claimed that in killing the pro-Biafra activists and wounding several others, its troops acted in self-defence as well as in defence of lives and property of peace-loving Nigerians.

The Nigerian government is yet to investigate the killings.

He has not changed himself but wish to change Nigeria. “Democracy is all about the rule of law. Three times he has disobeyed court orders in less than a year in office. Disobedience to court orders by those who should protect and ensure its compliance slides the nation to anarchy. “You don’t act illegally, and as an oppressor of the people and expect the people not to resist such illegality via peaceful non-violent resistant protests. “It is wrong to kill unarmed protesters who dare to challenge your dictatorship. It is wrong to deny the wounded medical care by further going to the hospitals to arrest them. “It is wrong to deny out-rightly the freedom of choice for a people to decide whether or not they wish to remain within a territory,” the cleric said.


Earlier this year, the Catholic archbishop revealed what President Buhari should do to end Boko Haram insurgency in the northeast. According to him, Nigeria’s leader should involve the deadly sect in negotiations. “When you (government) reply fire for fire I am afraid it does not solve the problem. So, apart from military tactics there is need for more effort as political discussion, reaching out to people,” he said. At about 8.00am two suspected female suicide bombers detonated themselves at Madagali Market in Adamawa State in which 17 people were killed and 44 others suffered various degrees of injuries.

Similarly, the General Officer Commanding (GOC) 7 Division, Major General Lamidi Adeosun, has shed more light on the suicide bombings in Maiduguri, Borno State in which 26 people were killed while 85 others were injured on Monday morning at a news briefing.

It should be recalled that 14 female suicide bombers attempted to attack Maiduguri, Borno state capital on Sunday but were repelled by gallant troops.

He revealed that teenage female suicide bombers tried to force themselves into Maiduguri with the intent carrying out massive and coordinated suicide attacks using 4 different routes into the city; Asuwari, Mulai Kura, Baderi village Nine Damboa Road and Jameri village. 

They were however intercepted by the troops. Unfortunately 3 of them detonated their Improvised Explosive Devices (IEDs) at various places Monday morning killing 26 Persons and injuring 85 others.

It should be noted that out of the 14 suicide bombers 7 were gunned down by the troops not 10 as earlier reported while 3 of them escaped in the ensuing confusion. 

Sadly, the escaped terrorists detonated their IEDs in 2 separate locations. One of them went to a house requesting for a kettle of water to perform ablution but blew herself close to a Mosque killing herself and one person, while 13 others sustained injuries. 

Meanwhile, the other detonated her bomb at Baderi general area. However, one of them, Fatima Babagapchia, was apprehended during the operation.

The GOC praised the gallantry of the troops for being vigilant at all time. 

He commended the troops courage by eliminating the suicide bombers and arresting some of them, which he believes have averted what would have been a major disaster if they had gain entry into the town.

Speaking to newsmen during an interview, the suspected suicide bomber Fatima said she lives with her parents in Bullunkutu Abuja, in Maiduguri before abducted with 6 other females in Monguno town. 

She admitted that being a divorced mother of a baby girl, she was never involves in terror activities since her abduction last year.

She further said, Boko Haram terrorists took her along with others 5 females in a vehicle through unknown routes before arriving the outskirt of Maiduguri where she managed to escape and passed the night in a nearby village.

Without any doubt, there is no justification for the cold-blooded murder of members of the Shiite sect of the Zackzacky group, by the Nigerian military. The excuses that we have been fed with so far, is that the sect obstructed the convoy of the chief of army staff, in a location in Zaria. What the chief of army staff was doing in Zaria at that particular time, we have not been told.

Section 39 of the 1999 Constitution, grants every Nigerian citizen an unconditional right to freedom of expression, while section 40 grants freedom of association. Thus, Zackzaky and his members, were well within their constitutional rights, to hold a peaceful procession. Since coming into office in May, 2015, Major-General Muhammadu Buhari has instigated and received several processions of sycophants, in his office in Aso Rock, in the usual fashion of chorus singing and solidarity visits and nobody has ever disturbed them.

The relevant law applicable in the Zaria region is the Penal Code and if any member of the Zackzaky sect has breached any portion of that law, he or she should be dealt with according to law, not to be treated as animals or captured slaves, or be subjected to martial law. In this regard, it is totally barbaric and illegal, for the chief of army staff, to mobilize soldiers to invade a civilian territory, kill citizens at will, as if they are animals and then proceed to demolish their houses. In many of the photographs and videos circulating in the social media, Zakzaky himself was shown as having been shot and wounded and then conveyed in a wheelbarrow, by soldiers, thoroughly dehumanized and traumatized, as if he was captured in the course of a war. This is totally unacceptable.

I urge the International Criminal Court to intervene and charge Buratai for crime against humanity. The Buhari administration must stand up to the challenge of defending the Constitution and the lives of every citizen. Thus, every day that Buratai spends in office after the Zaria killings, is an affront to the people of Nigeria. I urge the President as a matter of urgency to quickly relieve Buratai of his position, as his conduct in this case has portrayed him as being totally unfit to occupy any public position of responsibility.

Furthermore, there has been too much military interventions in civilian affairs all over the land lately. In Enugu just yesterday, a group of soldiers opened fire on citizens that were celebrating the release of Nnamdi Kanu. Several other examples abound all over the land. Whereas we laud and appreciate the sacrifices of the military in combating terrorism, especially in the North-East, that should not be a licence for their uncensored brutality, over the same people that they are being paid to protect.

Above all, we demand to see Zackzaky in public, to determine the extent of his injury, to confirm that he is still alive and to be given the opportunity of stating his own side of the story, other than the ones that we have been fed with by the military.

Why Lai Mohammed must be fired, By Femi Aribisala


Mohammed Saeed al-Sahaf was the Minister of Information in the dying days of Saddam Hussein’s regime in Iraq. Nicknamed “Comical Ali” by British tabloids, al-Sahaf made a fool of himself during the Iraqi war by constantly fabricating victories of the Iraqi army, even as territory after territory fell to the American-led allied forces.

What was so ridiculous about him was that his lies were so blatant, only fools could believe them.  Even when American tanks rolled into Baghdad, Comical Ali declared: “There is no presence of the American columns in the city of Baghdad at all. We besieged them and we killed most of them. Today, the tide has turned. We are destroying them. The Americans are going to surrender or be burned in their tanks.”

 

Comical Lai
Lai Mohammed, Nigeria’s Minister of Information and Culture, is Nigeria’s home-grown “Comical Ali.”  It would not be unfair to fashion him as “the Minister of FABU.” Barely two months of assuming office, Mohammed has established himself as an instrument of cheap propaganda and disinformation.  On internet blogs today, he is now generally referred to by his traducers as “Liar Mohammed.”  Without a doubt, he has earned this sobriquet by his penchant to be extremely economical with the truth.

Lai Mohammed’s tall tales have now reached epidemic proportions.  It is a contradiction in terms that a government that claims to be anti-corruption, and a president that boasts to be a man of integrity, should have a “Comical Ali” as its face and spokesman.  It is doubtful that Mohammed can stop being himself.  However, if President Buhari is interested in redeeming his now battered image, he needs to admit he made a big error of judgment in appointing Mohammed as a minister.

Lai Mohammed must be fired immediately.  Barring which, the only honourable thing left for the Honourable Minister to do is to resign.  A Minister of Information should not be allowed to become a Minister of Misinformation.

Fictitious Victory
On 23 December, 2015, Mohammed told a meeting of editorial heads of media houses in Lagos that the Nigerian military has met President Buhari’s deadline to defeat Boko Haram before 31 December, 2015.

Said Mohammed: “Today, I can report that the war against Boko Haram is largely won. Today, I can report to you that the entire 70 plus kilometres stretch from Maiduguri to Bama and all the way to Banki which leads to Cameroun and the Central African Republic are in the hands of our gallant troops. They have so degraded the capacity of Boko Haram that the terrorists can no longer hold on to any territory just as they can no longer carry out any spectacular attack.”

Rather than call his minister to order, President Buhari backed him up in the bid to white-wash the gaffe of predicting Boko Haram would be defeated before the end of the year.  He told the BBC: “Boko Haram has reverted to using improvised explosive devices. They have now been reduced to that. But articulated conventional attacks on centres of communication and populations.. they are no longer capable of doing that effectively. So I think technically we have won the war because people are going back into their neighbourhoods. Boko Haram as an organised fighting force, I assure you, that we have dealt with them.”

The president conveniently forgot he had said at his inaugural address that: “We cannot claim to have defeated Boko Haram without rescuing the Chibok girls and all other innocent persons held hostage by insurgents.”  We have heard nothing about the Chibok girls.  Nevertheless, the president now says Boko Haram has been technically defeated.  Are we therefore to conclude that the Chibok girls have also been technically rescued?

Boko Haram response
The victory declarations of Lai Mohammed and President Buhari turned out not only to be palpably false, but outrightly dangerous.   Just two days after Mohammed’s declaration, the Boko Haram who he says “can no longer carry out any spectacular attack” attacked Kimba in Borno State.  They killed 14 hapless people and razed the village to the ground.  According to eye-witness reports, “not a single house was spared in the arson.”

One day later, a coordinated fighting unit of Boko Haram infantry attacked Maiduguri.  They came in a military convoy, precisely the manner the president boasted is now impossible.  They then dug in for a pitched battle against the Nigerian army.  Thereafter, two female suicide-bombers detonated explosives in the Jiddari area of Maiduguri, with casualty figures yet to be determined.

There is no doubt these attacks were direct responses to APC’s vain propaganda.  Boko Haram decided to give the lie to the bombastic statements that it has been defeated either technically or in actuality.  To drive home the point beyond reasonable doubt, the insurgents chose to attack Maiduguri, the very command and control epicentre of Nigeria’s military operations in the North-east.

Clearly, the defeat of Boko Haram only exists as figments in the imaginations of APC propagandists.  Having won the election by manipulating the press, they now seek to govern by employing a cacophony of jobless youth whose charge is to post “SAI Buhari” comments on as many internet blogs as possible. They also have the mandate to attack anyone who refuses to buy the many-splendored FABUS of the APC government.
APC’s bogus propaganda is partly responsible for the deaths and destruction in Kimba, Aladuwari and Maiduguri, the full extent of which are yet to be determined.  The false victory procession of APC chieftains provoked the Boko Haram to contradict them at the cost of Nigerian lives.  It is way too early to call for the impeachment of Mr. President.  But it is high time to call for the retirement of Lai Mohammed.  We must not allow this local “Comical Ali” to continue to use Nigerian lives to score cheap political points.

While the APC was busy celebrating the fictitious death of Boko Haram, the New York-based Institute for Economics and Peace declared in its latest Global Terrorism Index that Boko Haram “has become the most deadly terrorist group in the world.”   The day before Mohammed’s bombast, UNICEF declared that Boko Haram has succeeded in keeping over one million children out of school, warning that this is likely to add fuel to the insurgency by radicalizing the youth in the North-east.

Campaign recantations
It was Lai Mohammed who told Nigerians the promises of the APC during the election were actually not from the APC.  The APC denied its key presidential campaign documents: “My Covenant with Nigerians” and “One Hundred Things Buhari Will Do in 100 Days.”  Buhari himself presents one of the documents in the first person, saying: “The covenant is derived from the manifesto of my party, the All Progressives Congress. It however represents my pledge to you all when I become your president.”

But once he became president, Mohammed denied them.  He swore that: “Buhari never promised to do anything in 100 days, that’s the honest truth.”  However, when APC Senators were forced to vote against their own campaign promise to provide N5,000 monthly to 25 million unemployed Nigerians, Mohammed declared that the government already has 1.4 trillion naira recovered from banks through the TSA ready to fulfil the promise.  He said we should expect it in the 2016 budget.

These are his words: “The non-implementation of the payment policy so far is due to the fact that it was not included in the 2015 budget. The Muhammadu Buhari administration has been busy putting in place measures that will make it possible to start the implementation of this project.”

This has turned out as usual to be another tissue of lies.  The 2016 budget has now been announced, and there is nothing about the N5000 stipend for the 25 million unemployed.

Presidential doublespeak
The government of President Buhari is replete with contradictions and doublespeak.
At the APC South-East rally in Owerri, Buhari declared he would make the naira equal to the dollar if voted into office.  He continued: “It is sad that the value of the naira has dropped to more than 230 to one dollar. This does not speak well for the nation’s economy.”  How does it speak for the economy now that the value of the naira has dropped under Buhari to 280 to the dollar?

Buhari said: “Boko Haram is a typical example of small fires causing large fires. An eccentric and unorthodox preacher with a tiny following was given posthumous fame and following by his extra-judicial murder at the hands of the police.”  What then are we to say about the extra-judicial massacre of over 300 Shiite Muslims in Zaria at the hands of the Nigerian army under this Buhari administration?

Buhari said during the campaign: “You are all my people; I will treat you all as mine. I will work for those who voted for me, voted against me and those who didn’t vote at all.”  Then he said after the campaign: “The constituents (that) gave me 97% cannot in all honesty be treated on some issues with constituencies that gave me 5%.”

On his election, the president said: “Our long night is over and a new dawn has come… Democracy and rule of law will be put in place.”  “I pledge myself and the government to the rule of law, in which none shall be so above the law that they are not subject to its dictates, and none shall be so below it that they are not availed of its protection.”  But under his administration, democracy and the rule of law has continued to be violated.  The DSS ignores court verdicts with impunity, as happened in the case of Dasuki and Kanu.

Justice Muazu Pindigi was summarily replaced by Justice Ambrosa as chairman of the Rivers state governorship petitions tribunal and PDP’s victory was quickly annulled.  Pindigi said: “The Supreme Court has said that for an election to be annulled, the petitioner has to prove that elections didn’t hold at the polling units where the winner was returned elected. I’m not sure that the Ambrosa’s judgment arrived through that route.”

During the election, Buhari declared the maintenance of the presidential fleet of aircrafts a colossal waste of money.  He said: “For me, when we come into office, all these waste will be blocked and properly channeled into our economy.”  However, since he became president, not a single plane has been sold.  Billions of naira continue to be spent as the president has gone on one international junket after the other.

President Muhammadu Buhari has denied collecting $300,000 from the past administration led by Goodluck Jonathan, noting that, he only received SUVs from the government it labelled as a “discredited regime”.

Buhari stated that he received the SUVs because it was in line with the constitution.

Our attention has been drawn to reports making the rounds, especially on internet-based media, that President Muhammadu Buhari received $300,000.00 and up to five armoured SUVs from the Office of the National Security Adviser in the aftermath of the attack on his convoy in Kaduna last year.

We unequivocally deny that President Buhari received $300,000.00 or any monetary compensation whatsoever from the Jonathan Presidency or any of its officials, in the aftermath of that attack, or at any other time since then.
While it is true that one armoured SUV and one untreated SUV were sent to the President in the aftermath of the attack, the vehicles were in keeping with his entitlements as a former Head of State under the Remuneration of Former Presidents and Heads of State (And other Ancillary Matters) Decree of 1999.

Section 3, Sub Section 1 of that Decree provides that three vehicles will be provided for former heads of state and replaced every four years.

There was therefore nothing untoward, illegal or tending to corruption in former Head of State Buhari and Presidential aspirant, as he then was, receiving vehicles, to which he was statutorily entitled , from the Federal Government of Nigeria.

President Buhari had in keeping with his austere, spartan and frugal disposition shunned most of his entitlements as a former Head of State, but was prevailed upon by his supporters to accept the two vehicles for his personal safety in the aftermath of the dastardly attempt to assassinate him.

It is preposterous to think that the President will allow his acclaimed reputation of honesty and incorruptibility to be tarnished by accepting a questionable monetary compensation from a discredited regime.

Buhari’s $300,000 Saga: We Have Been Vindicated- PDP

….Insists On Truth Commission

The Peoples Democratic Party (PDP) says the denial by President Muhammadu Buhari on the alleged benefiting from funds relating to the arms deal scandal, and the consequent controversy trailing it underscores the need for a more neutral and transparent body like an independent National Truth Commission to examine all issues relating to handling of security votes and campaign funding without interferences from the government.

The PDP, in a statement by its National Publicity Secretary, Chief Olisa Metuh on Wednesday said the leak that President Buhari benefited from the office of the former National Security Adviser against the convention of dealing with the office of the SGF also stresses the fact that the war against corruption should be holistic, transparent and not politicized.

“We challenge this administration to a no-holds-barred public inquisition on all issues of security votes and campaign expenses. This is more so as we have evidence that President Buhari and the APC budgeted and spent billons of naira corruptly sourced for their Presidential campaign, in addition to on-going sleazes in the system under the APC government.

“Furthermore, this current orchestrated and selective war against corruption should not be an excuse to justify the onslaught by the government against democratic institutions, especially the judiciary, wherein judicial officers are now being hounded and coerced in the desperation to take over key PDP states of Akwa-Ibom, Taraba and Rivers.

“Today’s Court of Appeal rulings against Rivers State Governor Nyesom Wike and our federal legislators are clear fall-out of President Buhari-led government’s muzzling of a session of the judiciary, a development that portends grave danger to our democracy and the much desired peace and stability in the volatile region of the Niger Delta, especially coming on the heels of APC induced violence that led to the inconclusiveness of the Bayelsa state governorship election.

“We are very worried that our country, now under the command of President Buhari, is gradually sliding into a police state with observed bloodthirsty tendencies by obviously compromised security operatives for which the citizens now live in fear.

“For instance, how can this government explain its indifference to the recent senseless bloodletting in Zaria, Kaduna state where the military clashed with an Islamic group resulting in loss of lives, as well as the mindless attack and killing of some unarmed protesters in Onitsha, Anambra state by security agents?

“Also embarrassing to democracy is the flouting of judicial pronouncements, the growing erosion of personal freedom, violation of fundamental rights of citizens and brutal manhandling of suspects facing various trials, as amply evidenced by the case of the former Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Mr. Patrick Akpobolokemi, who, while on bail was openly beaten by security operatives.

“We note that these developments are in direct contrast to democratic environment created by the PDP in the last 16 years where the rule of law and freedom of citizens were allowed to reign.

“Of utmost concern is the unprecedented and frightening polarization of the country coming as direct consequence of the undemocratic tendencies of the Buhari administration. In the last seven months of this dictatorial and divisive regime, there has been an alarming escalation of inter-and intra religious and ethnic hostilities that clearly threaten national cohesion and stability.

“We therefore caution this government to come to terms with the fact that this nation cannot afford to contain, at this time, undue and avoidable pressure coming ceaselessly from its totalitarian tendencies and actions.
