My People:

N7.8 billion dollars in 14 months!  Lord have mercy!

The scale of plunder described below by just one person in one Military branch is simply unbelievable, and here is one more reason why TSA/GIFMIS/IPPIS must be insisted upon:

QUOTE

“The left over in the personnel and emolument account are transferred to five other accounts after paying salaries, because the balance of the salaries are meant for other purposes, and the personnel and emolument account is just for payment of salaries. “After distributing the money into five accounts, the funds are used to augment the NAF overheads expenditure. We use them to pay estacode, non-regular allowances, training and operations, also purchase of aviation fuel."

UNQUOTE

TSA would not ALLOW a Chief Executive to be able to DISTRIBUTE excess funds into different BANK ACCOUNTS..

In fact, in this particular Navy situation, all the personnel money should be processed via GIFMIS .... This is probably why the Military  branches have been RESISTING been placed on both GIFMIS and IPPIS....to continue the plunder...

They must be brought in line without further delay.....

In another country, because he is a Military person, if Badeh found guilty, he would be shot.....if found guilty.......I would temporarily suspend my lack of support for the death penalty....

PUNCH

I changed N7.8bn to dollars for Badeh – NAF cashier

May 12, 2016
Alex Badeh

Ade Adesomoju, Abuja

A cashier at the Nigerian Air Force headquarters, Emmanuel Abu, on Wednesday narrated to a Federal High Court in Abuja, the role he played in the alleged monthly diversion of N558.2m from the Nigerian Air Force accounts by an ex-Chief of Air Staff, Air Chief Marshal Alex Badeh (retd.).

Abu, who was testifying as the second prosecution witness in Badeh’s ongoing trial, said he routinely converted the N558.2m to dollars which the prosecution alleged was being handed over to the former Air Force chief monthly.

The Economic and Financial Crimes Commission is prosecuting Badeh alongside a firm, Iyalikam Nigeria Limited, on 10 counts of money laundering bordering on alleged fraudulent removal of about N3.97bn from the Nigerian Air Force’s account.

The anti-graft agency accused Badeh of using the fund to buy and develop landed assets in Abuja for himself and two of his sons between January and December 2013.

Abu stepped into the witness box after the first prosecution witness, a former Director of Finance and Account of the Nigerian Air Force, Air Commodore Aliyu Yishau (retd.), completed his testimony on Wednesday.

Yishau had testified how he was handing over the dollar equivalent of the N558.2m to Badeh at the Chief of Air Staff’s official residence on a monthly basis and also how he helped Badeh to use the money to acquire landed assets in Abuja.

Abu, who was led in evidence by the lead prosecuting counsel, Mr. Rotimi Jacobs (SAN), on Wednesday said he converted N558.2m monthly removed from NAF’s Personnel and Emolument account for 14 months between November 2012 and December 2013.

He said within the 14 months period, a total of over N7.8bn was set aside and converted to dollars.

Abu explained that he and the Financial Officer at the headquarters of the Nigerian Air Force Camp, Mogadishu Cantonment, Asokoro, Abuja, Group Captain Mohammed Lawal Sini, (now Air Commodore), were the only signatories to the six accounts operated by NAF.

He said Sini gave him the instruction for the monthly setting aside of the  N558.2m immediately he (Sini) became the Finance Officer in November 2014, about a month after Badeh assumed the office of the Chief of Air Staff.

He explained that the N558.2m was a monthly leftover in the Personnel and Emolument account of the NAF after the payment of members of staff salaries and entitlements for a particular month.

He said after the payment of the staff salaries the leftover was usually transferred to the other five accounts of the Nigerian Air Force to augment NAF’s overheads and expenditures.

But he said no voucher was ever raised for its disbursement as it was done for other disbursement from other accounts of the NAF.

He said, “The left over in the personnel and emolument account are transferred to five other accounts after paying salaries, because the balance of the salaries are meant for other purposes, and the personnel and emolument account is just for payment of salaries.

“After distributing the money into five accounts, the funds are used to augment the NAF overheads expenditure. We use them to pay estacode, non-regular allowances, training and operations, also purchase of aviation fuel.

“For the expenditure for the fund, we receive approvals from the headquarters of NAF, usually approved by the Chief of Air Staff, however, in November 2012, when the new Camp Finance Officer resumed, he informed me verbally that there was a standing instruction for the sum of N558,200,000 to be set aside monthly for headquarters, NAF training and operational purposes.

“He also informed me that the amount is to be converted to US dollars, except there is any other instruction to the contrary.

“I complied with the instruction and I converted the amount monthly, from November 2012 to December 2013, within the 14 months, a total of N7.8b plus was set aside, out of this, within the 14 months, I received, instruction to transfer a total sum of N410m to HAFCO Nigeria Limited and N875m plus to Right Builders Technologies.

Under cross-examination by Badeh’s lawyer, Chief Akin Olujinmi (SAN), Abu confirmed that he never received any instruction relating to the setting aside of the N558.2m and its conversion to dollars.

He also said he had no official record of the dollar equivalent of the N558.2m

The mindless greed in some Nigerians is mind-boggling!
The SURPRISE is that leaders like Jonathan et al were aware of these grand thefts
by some of these people but they did nothing to control the thieves! Some leaders even joined
the looting parties and jamborees!

JUI believes that only the introduction of the capital punishment for mindless
grand larceny will control this madness in Nigeria! It's just numbing and unfathomable!!
Take care. JUI

Bolaji:

Nigerians are looters. There is no system that by itself can stop looters, especially when there is a possibility of collusion. In the case of TSA, with collusion, funds may never get to the account that should have. Funds can also be drawn from the account that should not. Nigerians of all tribes and religions are looters. Not a single Nigerian of any tribe or religion turned down Dasuki when he offered them monies that were obviously looted from our treasuries. No one blew the whistle on Dasuki instantaneously. We now know about it because some recipients are now pissed off because they only got N100m while others like Buhari got N750m.

I said it before, and I am saying it again. The churches and the mosques, the reverends and the mallams have failed Nigeria. I give them F- in their performance for seriously preaching the Ten Commandments. One of the Ten Commandments is Thou Shall Not Steal. When was the last time you heard a sermon in any church or mosque about stealing and the dire consequences of stealing? When was the last time you heard a sermon about killings? Is that not in the Ten Commandments? The churches and the mosques should go back to basics. Instill in our youths the dire consequences of stealing and killings. Listen to Christians and Moslems talking about killing each other. Because of cows and farm products. But you heard me lament the absence of dialogue. You read me lament that swearing in oaths are a fraud. They swear by the bible to uphold the constitution and then they loot. Where in the constitution is looting?

Take those of us of the authentic traditional religions. We do not steal and we do not kill. Why? From our infancy, at home the skulls of thieves and murderers were on display at the Shrines, and no one wants their skull on display with infamy. Accordingly, stealing or killing was a no no. Then you went to church for the school. Then they tell you that stealing is sin and that people who steal go to hell. And the churches described hell as a very hot place. The idea of burning in hell or have one's skull on display at the Shrines was enough to keep folks honest. And endowed with healthy longevity.

What I am struggling to say here is that change in attitude about looting is required. As was done with us in the villages and hamlets, the youth must be educated about the dire consequences of looting or killing. As we speak, and you can travel to my LGA to verify this, Dim Orioha is still frowning at thieves and murderers. It does not matter who, Dim Orioha will go after thieves and murderers when called upon by anyone of any tribe or religion. If your property is stolen, sue the unknown thief at Dim Orioha Shrine and sit back and see the sucker get sick. If the sucker is smart, he will approach you and talk about restitutions and appeasement of Dim Orioha. If not, the illness will gradually get worse during the repentance period. Finally the sucker succumbs with the Dim Orioha unmistakable symbol. The sucker can't be buried. He is delivered to the Shrine and his heirs make the restitutions to you. Failure to deliver his carcass to the shrine and make restitution means continued woes. And I am talking about 2016.

The churches and the mosques must get back to basics. Inculcate morality in our youth so they can grow up eschewing looting and killings. Nigerians are looters and killers because they are bereft of morality. No system can stop looters when everyone is a thief. Only the fear of premature death, skull on display in infamy and soul in hell can turn a Nigeria into a nation of God and gods fearing nation.

Ezeana:

Assuming (without conceding) that "Nigerians are looters", since we want to prevent looting as much as possible NOW, while we are preparing
the curriculum for your "moral re-armament" recommendation below,  then:

1.  we must reduce TO THE MINIMUM the opportunities for looting; I have identified TSA/GIFMIS/IPPIS/BVN as one of many possible combinations; please come up with yours.
2.  increase TO THE MAXIMUM the possibility of being caught if looting occurs. Setting up triggers and continuous monitoring ("CCTV of Financial Operations") is one of such; please come up with yours.
3.  etc.

Finally, the punishment for being caught could be:

1.  recovery of the loot, plus fines;
2.  long jail sentence, and banning from holding public office for a long time - like 100 years
3.  capital sentencing to meet their Maker early (God, Allah or your Dim Orioha, as the case may be).

And there you have it.

Bolaji did not do the Diaspora proud. Just see what Dasuki and Saraki and Sanusi did, and then look at what Bolaji could not do? Do you see Sanusi begging Buhari for appointment? You would think Bolaji could have at least heisted the entire university budget with a wink from GEJ? No. He got fired by Buhari. Bolaji forgot that nice guys finish last. He thinks the Diaspora should give him an award for not having the courage to loot when everyone appointed by GEJ was looting? Iyasikwa. There I was salivating. Thinking that at last somebody from the Diaspora will show them that whatever they could do in Nigeria, somebody from the diaspora can do it better.

Watch this. Dasuki had $2.1bil, Bolaji had $0. Dasuki was giving out a minimum of N100m, Bolaji got nothing. And here he is, playing sidekick to Afis. Craving for appointment from Buhari. The Diaspora sure sent a kid to do a man's job. I forgot he is not from Chicago. Tinubu and Kashamo were from Chicago. Do you see them begging Buhari for appointments? Hell no. Buhari is begging them.

Bolaji:

Here is my problem. The Justice Department is pussyfooting with convicting looters. How many looters have been convicted? Don't you think that convictions of looters will make folks think twice. Everyone, including Prime Minister Cameron, thinks that Nigeria is fantastically corrupt. Yet conviction of looters is hard to come by. Would you believe Saraki's case is still in court? How long should it take to prove guilt or innocence in a country where corruption is so rampant?

Here. Conviction and long jail terms should be as scary as a skull of a thief or a murderer displayed at the Shrine while the soul burns in hell. I don't steal because I don't want my skull on display at a shrine. I will not kill because I don't want my skull on display in infamy at any Shrine. I don't steal because I don't want to go to jail and lose everything. If anyone does not want his skull on display in infamy at a shrine, does not want their soul to burn in hell, does not want to die early in life, and does not want to go to jail and lose everything they own, they should not loot or kill. We have two options for use. While we are going back to basics to preach morality, we should be doing a better job of throwing the looters in jail and throwing away the key. When no one from any tribe or religion revolted against Dasuki and his $2.1bn loot, how are you going to expect the foxes to guard the hen houses? From the Dasuki incident, you can conclude that every Nigerian is a potential thief. Haba. Every Nigerian from every tribe and religion took the money that Dasuki was distributing. Even Buhari got N750mil through a surrogate, it was reported. So, which thief will stop which thief from thieving?

You cannot prevent looting if everyone is a looter. You cannot convict looters if the prosecutors, the judges, and the defense attorneys and the defendants are looters.

In Nigeria and most other third world countries, corruption has different facets. For instance the idea of someone named Kolawole Aluko and all others engaging in a scheme of hiding ill gotten wealth as revealed by the fonseca leaks should not get a pass. The guardian editorial in escoriating Cameron alluded to his benefiting from such scheme and that he should not be the one speaking on corruption.
It is unfortunate that Bolaji Aluko fails to see the corruption in such scheme as according to him, others are doing same.
So when Bolaji  Aluko shares the bravura chart of corruption I am the least swayed.
I still will like to know Aluko's manufacturing company or companies  on which the monies in Bermuda accounts come from.
Anyone protecting or defending him must have a stake in the outcome of the gains in such stolen assets from the coffers of Nigeria's free for all come and grab politrick-funds.
If we have to fight corruption let's do it even when our own last names show up in the radar.

Any other way is simply gamesmanship.

JUI:

You must be kidding. If GEJ winked at Dasuki and $2.1bn, why would anyone getting their share of the loot complain? I told you that it is the minorities that are deprived. Saraki too it to the north. Dasuki took it to the north. Sanusi took it to the north. GEJ from the south let it all go to the north and could not do the Niger bridge. Obasanjo took it to the SW. Edo got nothing. Ikwere got nothing. Igbo got nothing. Ijaw got only federal university in Otueke and Buhari has no place in the budget for GEJ hometown university. But I am surprised that some Ikwere and Edo folks have not noticed that none of their folks looted $billions to spend in Edo or Ikwere. Instead they are cheering Buhari from the north where all the loots are reposed.

JUI,

Is the current Buhari administration AWARE "... of these grand thefts

As you indicated, "Some leaders even joined

JUI, keep your logic clean and straight, and don't exhibit mindless posts. Buhari is a looter, his administration is looting right now, hence people are joining to loot, according to you. JUI.

Dude! As a Nigerianist - why are you slapping one Nigerian (JONA) against another (Buhari), instead of holding those in power accountable. Tufiakwa!

For this scale and magnitude of looting, and with the suffering and deaths
that are associated with these greed and mindlessness, JUI would consider
a strong support of Firing Squad for Looters. Take care. JUI

Wharf the Snake of Orlu:

Nigeria should not enact retroactive laws. However, if Buhari really wants to fight corruption, he cannot be effective using the old laws/rules. He must push for new laws that are very tough on looters. Those laws may include capital punishment. I will even support such laws with sunset provisions which will enable us to determine their effectiveness.
Chinese people are generally as corrupt as Nigerians. There is no doubt that capital punishment enables the Chinese government to mitigate the incidence of corruption.

Death penalty to stop looting is a bullshit policy to fight looting, when the President, himself, is a LOOTER and a born again Looter! The president's ministers are KNOWN looters from past records, APC party leaders such as Tinubu is a damn looter. To FIGHT we need to CREATE jobs, more fucking jobs from the loots to grow the economy and get the MASSES working.

Also, to fight corruption, we need all the ministers showing up for a day's work at their offices, it is called leadership by example. All GOVT WORKERS, including the #1 govt worker, Buhari, staying at his office and doing his damn job instead of traveling up and down the globe collecting estacodes.

Below suggestions demonstrate the quality of Nigeria's EDUCATION Results. 3rd world education, 3rd world results compare to ADVANCE EDUCATION, Advance Results.

Lord have mercy for we are truly miseducated. Iguade
