How can we do reforestation and protect the current forest area

Dear,
Afghanistan is a post conflict country, after 30 year soviet invasion
and civil war every thing has destroyed. Many NGOs and Institutions
are working on reforestation, decreasing soil erosion on upper
Catchment and lower, but none of them is satisfactory for our
community. Government of Afghanistan has less attention in this vital
aspect, and sometime has no control on forest cutting.
