announcing AFFLIB 3.3.7 for Windows

I am happy to announce that I have ported AFFLIB version 3.3.7 to
Windows.

The new version requires the use of OpenSSL. It has full support for
AFFLIB v3 signatures and encryption.

A pre-compiled version including the AFFLIB library and executables
can be downloaded from:
