Allow coding like   in templates

Currently these are removed from the code and replaced by their
viewable counterparts.

I wish to insert   in the template, and I have to reinsert those
when I edit the template again, they simply get replaced by a regular
space which of course doesn't show up when loading the page.

Also on code in counters and such, statcounter is an example:

the &amp; bits simply get replaced by their equivalent. This causes
validation errors.
