Thank you Adam for this article. It looks be a very worthwhile and balanced approach to strengthening existing buildings.
BUT Mike, Mark, and Jaroslav, I take exception to your statement that “ Earthquakes have only been recognised
as a hazard in the design of Australian buildings since 1995.”
At best the statement is misleading or poorly worded, at worst it is a slight to the pioneer earthquake engineers and seismologists, who to my knowledge recognised earthquakes as a hazard from the 1960s and earlier, and worked tirelessly to ensure that this recognition was implemented in building standards.
The Commonwealth Department of Works (Norm Sheath, Charles Bubb, John Lloyd and others) produced an earthquake design document in the 60s (I think) for Commonwealth buildings. A major Earthquake Engineering Symposium (sponsored by IEAust and AIP) was held in Melbourne in 1969 and presentations by Prof Stan Shaw and others were quite clear in recognising earthquakes as a hazard in the design of buildings in Australia. The National Committee on Earthquake Engineering under Stan Shaw produced a document which formed the basis for AS2121-1979. Admittedly this standard was not widely implemented. AS1170.4-1993 followed in due course.
Perhaps you wanted to say something like “While earthquakes have been recognised as a hazard in the design of buildings and other structures for many years by [those in the know] it is only since [1995 — why 1995?] that the broader building industry has [woken up to the importance of this hazard]. The words in [..] need refinement, but I hope you sense what I am getting at.

Hi Bill. You are correct. Our wording was sloppy. I meant to say that until the Australian bldg code called up 1170.4 that eq loading wasn’t required for design. I know that many govt agencies and some local govt authorities did consider eq. I didn’t mean to
be disrespectful to the pioneers of eq eng design in Australia. However I’m still frustrated by the resistance to eq design in Oz and that obviously affected my thinking when asked to provide a short article.
I hope you are keeping well. I’ve been retired since January’21. Still in process of extracting myself from academia but hoping we can get back to face to face aees conferences this year.

Often the pioneers are forgotten, their tireless work overtaken by developments, in earthquake engineering and in seismology. Some of the pioneers in South Australia, engineers and scientists, were aware of the problem earthquakes posed and lobbied to get basic seismographs installed even before the destructive 1897 Kingston and 1902 St Vincents Gulf earthquakes. Buildings were basic then but performed badly when shaken but little was known about the location or magnitude of these intraplate earthquakes.
Stan Shaw much later led the modern earthquake engineering push and represented Australia at IAEE but it was Charles Bubb who took over and did the build up work on, and introduction of, AS2121-1979. This standard was used by the Commonwealth Government in design of important government buildings and in Adelaide and Perth. The Newcastle NSW earthquake precipitated AS1170.4 (1993).
