MCC Client Account

Hello,

I wanted to create a new Client account under my MCC but got a prompt notification after creating the campaign that i should re-register my Billing information.

My Agency already has a Universal Billing Info that covers all Client accounts created under the MCC, so why do i have to add a new Billing info for the new Client Account i intend to create.
in the end, i was unable complete the account set up.
