Conversion Value Rule

I am trying to create value rules at a campaign level with primary dimension being location. So, essentially if I am active in 50 States, I have a unique value/operation for each state.

Now imagine doing this across multiple campaigns and I cannot do account level rule since the same State could have different value/rule across campaigns.

Imagine doing this through UI - 20 campaigns x 50 States - 100 rules!

What is the best way to do this - both set up and future changes? Can scripts help me handle this?

Can you please share your code that illustrates how you set the locations?  The GeoTargetConstants property of ValueRuleGeoLocationCondition is ReadOnly so I can't figure out how to set the location of the value rule.
